Background: The MOPH is currently in the process of implementing SEHAT (System enhancement for health action in transition) project funded by IDA and ARTF which aimed to further expanding and strengthening basic and hospital services. The SEHAT project have the following components: (i)Sustaining and improving BPHS and EPHS services which include contracting-out with national and international NGOs through SEHATs in particular provinces, supporting 3 provinces through Ministry of Public Health Strengthening Mechanism (MOPH-SM); modest expansion of sub-centres, and training of additional community mid-wives and possibly community nurses; (ii)Building the stewardship capacity of MOPH and system development (iii) Strengthening program management. 
Scope of services: GCMU Communication Specialist will be responsible to take proactive action for timely contract renewal of GCMU staff and follow-up with HR to expedite the procedure and Communication with World Bank. 
 
Objective: The Communication Specialist will be a member of the GCMU team, works under direction of the Director of GCMU and would be responsible to coordinate all communication activity of the GCMU.
 
Responsibilities: The incumbent is expected to perform the following tasks:
 
The incumbent is expected to communicate vertically and horizontally within and outside GCMU entity
As per the instruction of the GCMU Director or Sr. staff of the GCMU, draft emails and letters in high standard local and English languages for sending to NGOs, International agencies and donor communities.
Provide interpretation from English to local languages and vice versa whenever needed. 
Receive emails from donor communities, international agencies, implementing NGOs and others and share it without delay with the Director of the GCMU and other concerned staff in GCMU
Keep himself/ herself update on all project activities of GCMU to be able to respond to any information requested at any time.
Regularly tracks, monitor, analyse and report on current events related to the health sector to help GCMU identify opportunities for strategic partnership and promote developmental work of the MoPH.
Promotes and nurtures inter – institutional linkages. 
Reviews and where necessary revises plans and briefs.  
Liaises with the team and submits regular reports to the GCMU
Compile plans of actions and monthly, quarterly and annually report of the Department and share it with concerned parties
Undertake minutes of the meetings, edit and type it in standard formats  and share it at earliest convenience time with concerned parties and ensure  proper  documentation and recordkeeping  
Keep updated the website of MoPH with required data generated by GCMU including any announcement related to procurement of service consultancies and individual consultancies
Act as a Secretary for Head of GCMU, arrange his meetings
Arrange GCMU staff meetings and team leaders meeting and share his instructions with GCMU staff
Prepare calendar of events, GCMU newsletter and update all notice and sign boards at regular basis
Accomplish other activities required by the department
Qualifications and experience: Bachelor degree or higher education 
Three years involvement in the communications Field and Report Writing and 2 Years work Experience in Health Sector.
Writing skill in Local and English Language.
Have an excellent knowledge of English (Written, spoken and understanding)
Have a good computer and internet knowledge
Sound communication skills to work and deal with MOPH or NGOs or UN and other related people.
Ready to work under hard situation and short notice
Flexible in term of time and ready to work in non-official time if required
