Background: The MOPH is currently in the process of implementing SEHAT (System enhancement for health action in transition) project funded by IDA and ARTF which aimed to further expanding and strengthening basic and hospital services. The SEHAT project have the following components: (i) Sustaining and improving BPHS and EPHS services which include contracting-out with national and international NGOs through SEHATs in particular provinces, supporting 3 provinces through Ministry of Public Health Strengthening Mechanism (MOPH-SM); modest expansion of sub-centres, and training of additional community mid-wives and possibly community nurses; (ii) Building the stewardship capacity of MOPH and system development (iii) Strengthening program management. 
 
Scope of services: The Grant Officer will be a member of the Grant & Services Contract Management Unit (GCMU), with a special focus on the filing scanning and safeguarding of grand and other office documents.
Objective: The Grant Officer will be a member of the Grant & Services Contract Management Unit (GCMU), with a special focus on the overall administrative activities related to the BPHS and EPHS delivery.
 
Responsibilities:
Maintain overall office filing system and make sure their safeguarding 
Maintain all hard and soft copies of documents on the server for assigned portfolio of contracts and grants; including technical, monitoring and all relevant documentation and update them
Receive  expression of interest,  proposals/applications and supporting documents and keep them in a proper place and handover to penal members and provide necessary support to evaluation panels
Keep all circulars and instructions relevant to procurement and contract  
Collect technical and financial quarterly reports and other deliverables, invoices submitting by NGOs and refer to responsible person
Anticipate activities and deadlines according to the work plan and other schedules, and ensures that administrative support is available in a timely manner 
Draft and type various correspondence/ emails (to NGOs, MoPH, departments or projects), meeting agendas, meeting notes, follow-up questions for attendees, contact lists, award documents, grant certification, and other documents as needed 
Distributes deliverables to appropriate technical staff and Grant project manager for review, and get approval 
Update the Grant  database timely and accurately 
Provide assistance to concerned unit in terms of administration, HR and Grant Management when requested;
Perform any other related tasks as required
 
Qualifications and experience:
To hold Bachelor degree.
To have at least 4 years’ experience in health management field with NGOs or UN agencies and civil servant. 
Have an excellent knowledge of English (Written, spoken and understanding)
Have a good computer and internet knowledge
Good communication skills to work and deal with MOPH, NGOs, UN and other related people.
To be an Afghan National
 
Deliverables:
