Background: The MOPH is currently in the process of implementing SEHAT (System enhancement for health action in transition) project funded by IDA and ARTF which aimed to further expanding and strengthening basic and hospital services. The SEHAT project have the following components: (i)Sustaining and improving BPHS and EPHS services which include contracting-out with national and international NGOs through SEHATs in particular provinces, supporting 3 provinces through Ministry of Public Health Strengthening Mechanism (MOPH-SM); modest expansion of sub-centres, and training of additional community mid-wives and possibly community nurses; (ii)Building the stewardship capacity of MOPH and system development (iii) Strengthening program management. 
 
Scope of Services: Plans, organizes, manages and controls the overall activities of National and International procurement, logistics, Facility management, Human Resources management, IT and fleet management.
Objective: To ensure that all Administrative/ operational activities are coordinated among all divisions of the Directorate and assist in attaining the Objective of the Department
To develop, compile and timely update the annual Operations work plan and budget.
 
Responsibilities:
Develop and implement office Administration procedures and keep updated Government rules and regulations 
Manages the planning for supplies of goods and services and ensuring that Government and Donors financial rules, procedures, and standards are applied. 
Active participation as a member of procurement committees, recruitment panels, Human resource policies development panels etc. 
Manages technical and financial bid opening for goods and services as per established rules and regulations. 
Manages overall aspects of Events, i.e. retreats, coordination meetings, job fair exhibitions etc. 
Manages a large volume of paper and email communication
 
Qualifications and Experience:
To hold Bachelor’s degree 
To have at least 7 years’ experience in field of Office Management/ Administration with Afghanistan government, NGOs or UN agencies. 
Have an excellent knowledge of English (Written, spoken and understanding)
Have a good computer and internet knowledge
Good communication skills to work and deal with MOPH, NGOs, UN and other related people.
To be an Afghan National
