Background:

The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities.

Scope of services:

The incumbent will work under the direction of the General director of Human Resources of the MoPH. The Sr. Advisor for human resources will provide technical support to the MoPH GDHR team will assist the GDHR in HRH planning, regulation, practices and coordination.

This position will report technically on day to day activities to the General Director of Human Resources. However, contractually, the consultant is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Objective:

To improve the GDHR planning, regulation, practices and coordination

Responsibilities:

  • Strengthen the GDHR capacity on HRH strategic planning , policy formation, coordination platform among stakeholders for collective decision making in addressing and solving HRH issues and challenges
  • Support the GDHR for establishing of national HRH observatory for health workforce intelligence 
  • Provide technical support to improve the HRH monitoring and evaluation (M&E) functions
  • Develop a clear continues mechanism for data collection, analysis and reporting of HRH planning and establish of database for public and private HRH program 
  • Assist the GDHR departments for development, implementation, supervision and reporting of HRH strategy plan.
  • Play an active role in designing , developing and updating of HRH development related document, role , regulation , SOPs, policy and strategies at the national and subnational level
  • Support to the national inter sectorial committee (MoHE, MoPH, professional councils and private sector) for the close coordination and accreditation of training institutions and programs
  • Establish an internal joint committee of transparency and integrity to guide and maintain transparency and integrity of HR activities 
  • Actively participate in meeting, workshop, seminar and other HRH technical forum according to GDHR plan
  • ensure that, Sehatmandi project staff as well as the relevant TAs recruitment files established and updated  on regularly basis
  • Provide timely response for the Sehatmandi project internal and external audits relevant to HR issues
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables
  • Take active role in recruitment process
  • Any other tasks and duties assigned to him/her by the relevant line supervisors

Qualifications and experience:

  • University graduate degree confirmed by MoHE. Master Degree candidate is preferred,
  • 5 years’ experience (after graduation from faculty) in the field of HRH management.
  •  
  • Have knowledge of English (Written, spoken and understanding)
    Have a good computer knowledge and skill MS word, Excel, Power point and preferably Access.
  • To be able to travel to all province of Afghanistan

Deliverables:

 

  • HRH observatory for health workforce intelligence established  
  • Develop a mechanism for data collection, analysis and reporting of HRH planning
  • Database for public and private HRH program developed
  • The national observatory board and
    inter sectorial committee reinforced and the meetings attended
  • Monthly activities report submitted to Sehatmandi Coordination office on a regular basis
