During the last several years the MoPH has made significant progress in addressing the issue of primary health care in an effective way, but the hospital sector has not received sufficient attention. Hospitals are an important element of the health system and play a crucial role in reducing mortality and morbidity. Some of the strategies that are being pursued to promote better care and accountability in hospitals throughout the country are, phased wise hospital autonomy, improvements in patient safety, patient center services, improved accuracy of diagnosis and provision of appropriate patient management.

There reaches a point however, where greater attention needs to be placed on the hospital sector. For serious illnesses and injuries, survival is only being possible through medical and surgical interventions in hospitals.


The quality of hospital services seems to be a financial burden over the system, mainly because it requires a lot of resources. However, the system is losing more resources and increases its expenditure due to poor quality.

At the secondary and tertiary levels, the MoPH is taking steps to develop and introduce systemically clinical guidelines, pathways, quality improvement tools and nationally acceptable clinical governance policies for specific health conditions and circumstances

Providing clinicians with evidence-based guidelines and standards will reduce variability in the clinical management of patients. It will also reduce the cost of healthcare delivery by providing cost effective drugs and standardizing the procedures, thus avoiding the unnecessary use of medical technologies, diagnostic investigations, pharmaceutical products and devices. Compliance to these guidelines will also help the MoPH in allocating resources to the areas that is most needed and useful. Therefore, it will save lives and bring more efficiency in utilizing the limited resources for healthcare in the country

Scope of work:

The Clinical guideline and treatment protocols development International consultant shall carry out the assignment in close consultation and coordination with the General Director of Curative Medicine of MoPH, and in particular with the Clinical Guideline Development Department’s Specialists. The consultant shall support the department for development of an effective Clinical Guidelines. In addition he/she shall support the department in development of a functional electronically data base on developed guideline, maintain and train the CGDD staff accordingly.


To provide technical support and enhance the capacity of the clinical guidelines development Dept and enable staff for the development and compliance of effective clinical and managerial guidelines, protocols, standard tools and quality related documents

To development clinical guidelines electronically data base


  • Providing technical support to clinical guideline development dept. for development and finalization of MoPH policy, strategy, principles related clinical guidelines and other related document.
  • Build the capacity of Department for guidelines development and implementation tools (assessment, reviewing and supervision and monitoring tools etc…)
  • Developing an effective electronically database in order to archive the developed guidelines or are under development in the country to avoid duplication by other agencies and to publish the guidelines for public consultation and dissemination on the internet.
  • Provide technical support for the department in the development, dissemination, implementation, and monitoring of compliance to guideline practice with as first step training and piloting it in limited national hospitals
  • Prepare 5 year action plan for department.

Qualifications and experience:

  • Having post graduate degree in clinical field and public health (MPH) form a recognized institution
  • Having three years professional experience in protocol and guideline development in other country
  • Experience and Skills in effective teaching skills is advantage 
  • Have good skill of report writing and computer.
  • Excellent team management and communication skills.


  • MoPH policy, strategy related to treatment guidelines is developed
  • The clinical and managerial guideline development learning resource package developed for hospitals
  • A functional electronically data base on developed guideline is available, maintain and the dept staff are trained accordingly
