About Ministry of Public Health:

The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery.

Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care.
MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Description:


Despite impressive progress in health system development and services delivery, Afghanistan still faces tremendous challenges in provision of equable quality health care. In addition to security and dependency on external support, challenges such as improved access to health care, up grading the skills of service providers, weak demand for services utilization, and gaps in stewardship role of the ministry such as properly monitoring the system at all levels, are example of these challenges. In order to strengthen the system and address some of the bottlenecks, the Global Alliance on Vaccination and Immunization (GAVI) and GFATM opened opportunities to a group of countries to fill the gaps and strengthen their health systems.
In response, Afghanistan submitted proposals in accordance with the donor guidelines, proposing some of the critical areas that affect the health system. These areas mainly include improved access to quality health care, increased demand for health services utilization and strengthen stewardship role of the MOPH at different levels.   


    Under overall supervision of the Health System Strengthening Deputy Coordinator and other relevant authorities, the senior technical consultant will help HSS Unit to initiate, plan and implement the HSS Grant.
    1. Coordinate and liaise the Kochi MHTs activities with HSS Unit, GCMU, RMNCH, M&E and CBHC relevant focal points for smooth implementation of Kochi MHTs
    2. Ensure that the contractors submit all required documents including the technical reports on timely basis that meet all relevant requirements of the contract.
    3. In close consultation with GCMU prepare any required contract modifications and obtain any required approval where applicable.
    4. Technically review outputs and outcomes as per the milestone of the activities in-line with MoPH concept notes and ToR in strong coordination with MoPH related departments.
    5. Keep proper record of correspondence and documents related to MHTs project.
    6. Produce and prepare annual and ad-hoc reports of the Kochi MHTs project.
    7. Provide regular technical support to implementing NGOs for smooth implementation of MHTs projects.
    8. Review the implementing NGO’s technical report and provide them with constructive feedback.
    9. Regular follow up and coordination with GAVI- HSS finance team for timely payment of contractors.
    10. To review the monitoring visit reports and follow up with M&E department for improvement plan.
    11. In coordination with HSS and M&E directorate conduct field visit to monitor the performance of implementer NGO.
    12. Attend coordination meetings, workshops conducted at the national and sub-national levels based on need. 
    13. Assess, monitor and evaluate all invoices of the implementing NGOs for payment.
    14. Perform any other task as deemed necessary by the supervisor that are within the general scope of the described responsibilities.


Job Requirements:


  1. To be an Afghan
  2. Medical doctor with Five years’ relevant experience in project management, but master degree in public health is preferable
  3. Excellent organizational, coordination, communication and interpersonal relationship skills required.
  4. Willingness to travel where the projects being implemented.
  5. Fluency and good writing skills in English language and communication skills in local languages.
  6. A sound understanding of Kochi culture, tradition and lifestyle.
