The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports highly qualified national contracted staff required for the design, implementation and evaluation of project activities.

Scope of work:

The PPP Senior Advisor-Technical will be based at the MoPH. He/she would provide technical support to the MoPH in developing the PPP and coordinate with the relevant Ministries and the Central Partnership Authority on PPP related issues.


This position will report technically on day to day activities to General Director of Policy and Planning. However, contractually, the consultant is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.


The PPP Senior Advisor-Technical will be expected to provide technical support related to PPP initiatives taken up by the MoPH from the inception to the end of procurement process and facilitate in operationalisation of PPP-initiatives.  



  • Advise management (inception, conceptualisation, development of concept note/proposal and procurement) of PPP projects under Sehatmandi and/or MoPH as a whole;
  • Manage the process of analyze all financial models, both in the feasibility studies and in proposals submitted as part of the competitive bidding process to ensure that the projects are affordable, financially sound and sustainable with appropriate risk allocation;
  • Responsible for developing and managing PPP processes relating to inception, feasibility study, procurement contracts, negotiation, risks analysis, value for money assessments and implementation processes with the MoF Central Partnership Authority in association with key Afghan delegations such as High Economic Council (HEC) Ministry of Finance, Afghanistan Champers of Commerce (ACCI) and other Ministries as required;
  • Liaise and coordinate with the central PPP Unit established by the GoIRA in preparing project plans and the implementation to reflect the major stages in the procurement process: negotiation, drafting and signing contract including contract closing dates;
  • Prepare tendering documentation and selection and evaluation procedures in consultation with the Sehatmandi- PMU and/or GCMU;
  • Leading and managing PPP tender processes, negotiations and public-private sector engagement process.
  • Elaborate relevant documentation in compliance with the Afghanistan PPP Law, Policy and the procedures;
  • Diligently advise on the risks and rewards related to the project from inception to the signing of the PPP agreement and financial closure, to ensure that the project is affordable to the MoPH, provides an optimal value for money as well as appropriately allocates risk to the private party;
  • In consultation with MoF Central Partnership Authority, manage the PPP into the term of the PPP agreement and plan, specifically in:

Prepare appropriate Standard Bidding Documents (SBDs), Request for Pre-qualification (RFQ) and Request for Proposals (RFP);

  • Develop Standard PPP Contract Provisions requiring consultation and negotiation of risk issues with public and private sector bodies.
  • Advise on tender management and documentation of all information system necessary for the proper planning and implementation of the project in a form acceptable for audit purposes;
  • Ensure advertisement and proper and transparent assessment of bids of consultant firms and private investment companies to ensure that the MoPH and Government of Afghanistan obtains best value for money for the PPP projects;
  • Advise management team to notify the potential bidders and consultants of bidding opportunities through advertisements and letters, emails, etc.
  • Analyse all financial models, both in the feasibility studies and in proposals submitted as part of the competitive bidding process to ensure that the projects are affordable, financially sound and sustainable with appropriate risk allocation
  • Participate in bid opening sessions, evaluating bids and proposals, and ensuring that the appropriate guidelines are followed;
  • Contributing in BPHS/EPHS planning and reporting of Sehatmandi project;
  • Contribute to the procurement process of Sehatmandi project
  • Contribute to the amendment of BPHS and EPHS contract extension
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables.
  • Carry out any other assignments given by the employee supervisor

Qualifications and experience:

  • Having Bachelor university degree
  • Master’s degree in Economics, Business Administration or Project Management is preferred.
  • 6 years working experience in Private Sector, Project Management, Contract, Procurement, Tendering at the government, or UN agencies or Non-governmental organizations or companies;
  • Excellent written and verbal communication skills in English language and fluent in a local language;
  • Must be able to work independently as well as part of a team
  • Excellent financial management and analytical skills.
  • Demonstrate computer skills (Ms. Office Package).



  • All PPP projects bidding process completed timely and successfully.
  • Evaluation and completion of PPP projects; including initial phase, negotiation and contracting and reporting ensured.
  • Monthly activities report submitted to Sehatmandi Coordination office on a regular basis.
