In National Health Policy (2015-2020) under area 2. Institutional Development, the MoPH has emphasized on how to best improve efficiency and equity of public spending through rational resource allocation and use, public-private partnerships and effective targeting of beneficiaries of public funding. Thus, to provide quality secondary and tertiary healthcare to Afghan citizens through engaging with private investors, the MoPH remains committed to capacity enhancement of Public-Private Partnership PPP Unit being supported by SEHAT Project.


In order to achieve this priority, the position of Senior Financial & Economic Analyst has been planned and agreed to be hired under MoPH/SEHAT project bridge funding arraignment.

Scope of services:

The Senior Financial & Economic Risk Analystwill reporttothe Head of the PPP Unit with the overall responsibility to manage the financial planning, the financial related tasks and financial risk assessment of PPP projects.


The Senior Financial & Economic Risk Analyst will be expected to provide technical support related to the financial control of the allocated PPP projects and manage the financial and economic elements of the PPP process from the inception to initial implementation as per the PPP cycle published in the MoPH PPP Manual.


  • Advise management on the financial planning and implementation of the PPP projects;
  • Carry out the financial risk assessment and diligently advise on the financial risks and rewards related to the project from inception to the signing of the PPP agreement and financial closure, to ensure that the project is affordable to the MoPH, provides an optimal value for money solution for the service delivery and use of state property as well as appropriately allocates financial risk to the private party;
  • Manage the PPP into the term of the PPP agreement and plan, specifically in:


  • The development phase;
  • Reviewing and providing inputs on the financial aspects of the feasibility study;
  • Preparation and documentation of the financial estimatedvalue of movable and immovable assets, operational and maintenance monitoring and financial reporting systems for the departmental team;
  • Maintain a sound financial management/budgeting system for each PPP project and for the PPP Unit overall.
  • Advise and consult with Head of Unit at all relevant stages in the project cycle; ensure on-going consultation and buy-in from relevant internal stakeholders and external stakeholders (ministries and private sector); and ensure disputes are resolved as per the agreed processes.
  •  Develop SOP on management and documentation of all information and systems necessary for the proper planning and implementation of the project; in a form acceptable for audit purposes.
  • Report regularly on the progress of work and financial result to the Head of PPP Unit and the Interim PPP Steering Committee.

PPP related payment(s) to client regularly made on time.

  • Develop and implement a capacity building plan for the civil servants to carry out financial and economic risk analysis.


Qualifications and experience:

  • Having Master’s degree from a recognized institution in financial management, economics, business administration or equivalent (the degree attested by MoHE Afghanistan).
  • 5 years working experience of combination of financial management and financial analysis and reporting.
  • Excellent written and verbal communication skills (agreement drafting; report writing; presentations, etc.).
  • Command on English language and skill of computer.



  • Financial risk assessment tools for PPP project(s) developed.
  • Financial management and economic evaluation tools for PPP project(s) developed in compliance with Public Financial Management, and executed.
  • PPP related payment(s) to client regularly made on time.
