  1. About Ministry of Public Health

Ministry of Public Health has the overall vision of “All citizens reach their full potential in health contributing to peace, stability and sustainable development in Afghanistan”. The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2002-2018. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS.

MoPH is working with sector ministries/ organizations of the government and developing partners to ensure access to clean drinking water, safe sanitation and adoption of proper hygiene behaviours among all Afghan people. The global sustainable development goals also call for universal access to water and sanitation.

Afghanistan continues to bear a high burden of deaths in mothers and children. In 2015, 4,300 women died during pregnancy and childbirth and 94,000 children were not able to celebrate their fifth birthday.  The neonatal mortality rate (the number of neonates who die before reaching 28 days of age) is as high as 36 per 1,000 live births.  The Afghanistan Mortality Survey (AMS 2010) found that deaths due to per-natal conditions account for 12% of all female deaths and 27% of deaths among children under-5 years of age. 

Both supply and demand-side related efforts are necessary to improve the health of women and children, particularly with respect to care-seeking behaviours. The Ministry of Public Health (MoPH) of the Government of Afghanistan has focused on improving reproductive, maternal, new-born and child health (RMNCAH) behaviours and practices of Afghans as key to achieving better RMNCAH outcomes. Health communication is also a priority focus in both the MoPH Strategic Plan 2011-2015 and National Health and Nutrition Policy 2012-2020.

One of the strategic directions of the MoPH Strategic Plan 2011-2015 is to “support health promotion and community empowerment.” Similarly, the National Health and Nutrition Policy 2012-20120 proposes to include specific information, education and communication programs on maternal and child healthcare, including family planning. Although many interventions exist to reduce maternal and neonatal mortality, the fact remains that families and communities often do not access care or practice preventive behaviours for a variety of cultural, financial, and societal reasons.

In order to change communities’ behaviours, behaviour change strategy is a fundamental building block. Strategic behaviour change communication helps in overcoming some of these challenges by creating demand for and sustained use of the services.

  1. Purpose & Objectives

The main purpose of this position is to lead, oversee and facilitate health promotion and behaviour change communication interventions focusing reproductive, maternal, and neonatal and child health, by addressing knowledge, attitudes and practices through identifying, analysing and segmenting audiences and participants. It will be done by using an audience-appropriate mix of interpersonal, group and mass-media channels, including participatory methods. The communication interventions will help families change their behaviour related to reproductive, maternal, neonatal and child health.

The specific objectives are:

  • To support development of a national health promotion and behaviour change communication  plan focusing  reproductive, maternal, neonatal and child health, by addressing knowledge, attitudes and practices through identifying, analysing and segmenting audiences and participants;
  • To lead  and oversee implementation of  RMNCH promotion/communication strategy and plans
  • Strengthen national communication capacities and competencies for effective communication interventions and health promotion
  1. Scope of Work

The Senior Health Promotion Officer for RMNCH under the guidance and supervision of Health Promotion Director will:

  • Assist in designing health promotion strategy and plans addressing RMNCH
  • Assist in collecting all the existing communication materials, researches, literature etc. for designing RMNCH promotion interventions
  • Assist in organizing meetings and consultations with stakeholders and partners
  • Support in conducting formative researches if any
  • Support in the media mix analysis
  • Assist in documentation and getting approval of relevant authorities for RMNCH promotion interventions
  • Assist in coordinating with the MoPH departments, development partners and UNICEF
  • Take minutes from the meetings and share with all the concerned
  • Prepare financial statements and assist Health Promotion Department in liquidation of funds related to RMNCH communication projects
  • Regularly update the Health Promotion Director on the progress made
  • Any other task assigned by the Health Promotion Director
  1. Qualifications
  • Having Bachelor degree in medicine or public health from a recognized university;
  • At least two years of professional work experience in any discipline of public health;
  • Fluency in English, Pashto and Dari languages is must;
  • Must have good command of computer skills;
  • Should have excellent report writing skills;
  • Should be able to travel inside or outside Afghanistan.
  1. Working Conditions

Senior Health Promotion Officer for RMNCH is MoPH-based, under the supervision of Health Promotion Department. Office equipment and working condition will be provided by Health Promotion Department. The Senior Health Promotion Officer for RMNCH will be hired by MoPH in consultation of UNICEF and paid by UNICEF for a period of at least 12 months and might be extendable.
