The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities.

Scope of services:

The incumbent will work under the direction of the General director of Human Resources of the MoPH. The Sr. HRD Consultant will provide technical support to the MoPH GDHR team and will assist the GDHR in HRH planning, regulation, practices and coordination.

This position will report technically on day to day activities to the General Director of Human Resources. However, contractually, the consultant is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.


To improve the HRH planning, regulation, practices and coordination


Job responsibilities:

  • Contribute in maintaining and updating of HRMIS
  • Determine the most efficient health human resource size using the functional review and other international concepts
  • To ensure the development of updated and standardized curricula and other requirements for all categories of health workers in consultation with relevant institution.
  • To create and lead the necessary taskforces with the participation of experienced individuals and institutions to develop and revise curricula and other teaching materials for different categories of health workers.
  • Develop and maintain certification and licensing procedures for all health workers.
  • Facilitate and ensure continuing education for health human resources.
  • Determine the training needs opportunities and based on that develop a comprehensive and efficient training plan
  • Actively participate in meeting, workshop, seminar and other HRH technical forum according to GDHR plan
  • Sehatmandi project staff as well as the relevant TAs recruitment files established and updated  on regularly basis
  • Provide timely response for the Sehatmandi project internal and external audits relevant to HR issues
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables
  • Any other tasks and duties assigned to him/her by the relevant line supervisors

Qualifications and experience:


  • Bachelor’s degree from a recognized university. Post graduated candidate will be preferred
  • With at least 5 years experience of work with government or NGO or international organizations or UN agencies in related field.
  • Have an excellent knowledge of English (Written, spoken and understanding).
  • Have a good computer knowledge MS word, Excel, Power point and preferably Access.
  • To be able to travel to parts of Afghanistan.
  • To be an Afghan National.



  • A standardized curricula and other requirements for all categories of health workers developed.
  • Curricula and other teaching materials for different categories of health workers developed.
  • A mechanism for certification and licensing procedures for all health workers developed.
  • Monthly activities report submitted to Sehatmandi Coordination office on a regular basis
