Ministry of Public health is co-recipient of GAVI HSS3 grant with UNICEF and WHO to implement the activities intended to achieve the HSS and EPI outcomes. Multiple activities are planned for the period of 2016-19 in Afghanistan under this grant. The decision on the mechanism was established by the fact that each recipient has the specific responsibility and expertise to proceed quality and timely implementation of the proposed activities under their organizational financial management system, developing necessary guidelines and internal procedures for finance, internal audit and procurement system of MoPH are required. Support of financial management system, procurement system and internal audit system is an important area of the HSS3 proposal for effective implementation of the HSS3 related activities,

Under the targeted country Assistance-Partners engagement framework (TCA-PEF) window GAVI is funding this position to provide the technical assistance to implement the activities intended to improve financial, procurement and internal audit system. The main objective of the position is to support the three abovementioned system in the MOPH.



Scope of services:

Under the overall supervision of the Health System Strengthening Coordinator the translator and News letter writer will help HSS Unit to translate the technical documents and prepare Newsletter for HSS grant.



The overall purpose of this post is to support MoPH in the area of Strengthening financial management, procurement, and Internal Audit.




  1. Compose and Draft the content of the HSS Newsletter
  2. Write and gather material, for example, feature articles, information collection and conduct research
  3. Coordinate with relevant stakeholders and departments in collecting information for Newsletter.
  4. Assist HSS technical team in setting up meetings, taking the minutes and properly recording.
  5. Anticipate activities and deadlines according to the HSS work plan and other schedules, and ensures that administrative support is available in a timely manner to support those activities.
  6. Translate the HSS technical documents and meeting minutes if required.
  7. Attend coordination meetings, such HSS Task –force meeting, BPHS implementer’s coordination meeting and other technical meetings and keep up dated.
  8. Perform any other tasks as assigned by his/her supervisor


Qualifications and experience:

Education:  Medical degree or Bachelor's degree in Public Health with one-year relevant experience in public health is preferred.


  • Knowledge of health and health system of Afghanistan
  • Ability of report writing, editing and proofreading
  • Excellent organizational, coordination, communication and interpersonal relationship skills required.
  • Fluency and good writing skills in English language and communication in local languages.
  • Previous work experience with Afghan government system, national/international NGOs or UN Agencies. 
  • Computer skills on MS office, database management, command over English in addition to Dari and Pushto is necessary.
