The Ministry of Public Health is committed to providing high quality healthcare services to Afghans. Considering the increasing incidence of various types of cancers among Afghans and non-existence of a comprehensive cancer centre, MoPH decided to deliver cancer healthcare services to cancer patients through establishing a cancer department. Based on WHO estimates, nearly 20,000 Afghans suffer from various types of cancers each year while more than 15,000 die every year. The most common types of cancers are that of breast, oesophagus, stomach, lip/oral, cervix, and lung.

To address the increasing cancer incidence and deaths, the Ministry of Public Health established the Cancer Diagnosis and Treatment project in January 2015 which was promoted to National Cancer Control Program (NCCP) in January 2017. NCCP is addressing the problem through cancer primary prevention, early detection, diagnosis and treatment, palliative care, surveillance, and capacity building.

Since its inception, NCCP has conducted hundreds of awareness programs for health care providers as well as to lay people to increase the rate of early detection of various cancers. Moreover, NCCP created the first hospital based cancer registry in Afghanistan and working on establishing the population based cancer registry in Kabul. NCCP also provided training to the newly hired staff in and outside the country in various cancer care fields.

One of the main achievements of NCCP is the establishment of Cancer Center currently based in Jumhuriat Hospital. The 30-bed medical oncology unit is located on 9th floor while the 16-bed surgical oncology unit is located on 10th floor. In addition, the OPD, Walk-in-clinic and the 20-bed Day-Care are situated on second floor.

Between 70 and 100 patients visit the outpatient department each day. The patients include those who are already diagnosed with different types of cancer in other hospitals mainly undergoing chemotherapeutic and surgical treatments in the Cancer Center. Moreover, some patients visit the Cancer Center with advanced stage of their disease which require palliative care.


The Senior Communication Officer provides communication services to support NCCP organisational programs. The position is responsible for developing, project managing and implementing a range of communication, media and marketing projects to promote NCCP mission and goals and engage people for early cancer prevention, early detection, diagnosis and treatment of cancer.


RESPONSIBILITIES: Principal Duties and Tasks

  • To organize media events such as: press conferences, interviews of key Programme staff and stakeholders on public & private channels of TV & radio, newspapers, magazines, and journals, etc.
  • Writes, maintains, and monitor content on NCCP social media such as on website, Facebook, and LinkedIn.
  • Develop BCC Strategy and audience research for social change focusing the venerable segments of population and local communities in general, targeting their particular behaviors for a positive desired change.
  • Creates and disseminates key messages describing NCCP and its mission and goals
  • Prepare time-sensitive written materials, including speeches, newsletters, project plans, reports, discussion papers, newsletters, speeches, media releases, website content, publications and campaign material. 
  • Contribute to the production publications (including the annual report) and the promotion and delivery of events (including conferences).  Train the community CO members in effective communication. Develop particular BCC camping to target Religious / Community Leaders, Journalist, Teachers focusing women and children to ensure their participation for community development and gender equality.
  • Assist in the development and implementation of communication plans and strategies
  • Planning capacity building training programs, workshops and seminars to enhance professional capacity of team members and health care professionals.
  • Designed and implement BCC work plan for communities / using print and electronic media.
  • Manage the Program’s media related activities, including organizing meetings with media representatives, editors, senior columnists, owners of media channels/newspapers and with other stakeholders.
  • Undertake monitoring visits and evaluations of Cancer Diagnosis and Treatment project(s).
  • Supervise the development of publications – IEC material, Radio and TV documentaries / program, Radios Commercials and TVCs.
  • Ensure that regular publications (case studies, program updates, newsletters, etc.) are printed, and updated (in case of website) in a timely and consistent manner.
  • To maintain regular liaison with all Partner organization in order to identify communication needs; provide necessary support training accordingly.
  • Assist in the documentation of project case studies, lessons learnt, advocacy campaigns and project reporting.
  • Actively monitor and analyze research, data, and trends from internal sources, academic research, and reports to inform and improve research methods. 
  • Present and communicate research and analysis clearly and effectively across various organizations in any format required.

Qualifications & Requirements:

  • Bachelor’s in Medicine, public health or social sciences
  • Master’s in Public Health, Journalism, and or management
  • At least two years work experience in health sector


  • Proactive approach to meeting deadlines and delivering results with limited supervision.
  • Strong writing skills including the ability to copyedit for accuracy and style;
  • Ability to analyze complex information from different sources and to synthesize this information into coherent briefs and communication documents.
  • Familiarity with writing content for the web;
  • Flexibility, creativity and effectiveness in working collaboratively in a small multicultural team.
  • Willingness to learn web-based content management system
  • Proficient in Microsoft Office, with strong skills in PowerPoint
  • Excellent knowledge of English Language
