Health Economics and Financing Directorate (HEFD) established in May 2009 under General Directorate of Policy, Planning, and International Relations, HEFD had two functional units; Health Economics Unit (HEU) and Health Financing Unit (HFU). In mid-2014 the MOPH leadership decided to expand the HEFD and approved four units in 1393 Tashkeel as below, in order to meet the scope of the regular and innovative activities conducted by HEFD:
HEFD is responsible for conducting health economics and health financing-related analyses to provide data for key resource allocation and policy decisions throughout the health sector. In particular, HEFD aims to address identified gaps in several important components— data generated by HEFD addresses the gaps that impeded the development of evidence-based policies and strategies.

Activities of this directorate is not limited to the above-mentioned points, HEFD is one of the key point of innovations in the MOPH. In this directorate, activities conducting for reducing the financial risks and barriers to health access, following the resource tracking mechanism through Institutionalization of National Health Account (NHA) and Expenditure Management information System (EMIS), and regular track of flow of funds.
Since its establishment, HEFD has conducted numerous studies in the area of costing, cost effectiveness, efficiency, resource tracking, equity, and innovative financing.
