The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
“To Reduce Maternal and Child Mortality in the Provinces of Kabul & Herat Project” is financed by Italian Agency for Development Cooperation. The purpose of the program is to contribute to sustain the MoPH in the implementation of the Health and Nutrition Sector Strategy (ANDS), through supporting the MoPH General Directorate of Curative Medicine (GDCM), directly implementing activities foreseen within two National Programs such as the “Basic Package of Health Services” (BPHS) and the “Essential Package of Hospital Services” (EPHS). Moreover, the aim of the program is to support the MoPH to achieve Agenda 2030 Goal 3 “Ensure healthy lives and promote well-being for all at all ages” and in particular the target 3.2 “By 2030, end preventable deaths of newborns …aiming to reduce neonatal mortality to at least as low as 12 per 1,000 live births…”.
Scope of work:    The Specialist will closely work with GD Curative Medicine, IGICH and procurement directorate of MoPH for providing procurement technical support of IGICH and Kabul National hospitals and improve provision of hospital services at national and specialty hospitals by converting them to public autonomous organizations.
Objective:    MoPH-GDCM/IADC project main objectives are:
•    Reconstruction of IGICH Cardiac surgery ward and neonatal surgery ward with their components.
•    Provide needed equipment’s for Cardiac surgery ward and neonatal surgery ward with their components.
•    Strengthening and supporting the IGICH cardiac OPD and tele-medicine section and Ghazanfar Institute of Health Service (IHS) related parts.
•    Supporting capacity building program for Cardiac surgery ward and neonatal surgery ward with , and Ghazanfar Institute of Health Service(IHS ).
Responsibilities:    Procurement advisor is Responsible for assist, support and advice regarding all procurement related tasks within the project He/she through the capacity development in both institutional and individual would enable the procurement units to accomplish the works in a high standard and ensure the transparency and accountability in the procuring of goods/ works/ non-consultancy and consultancy services. The duties and functions of the Procurement Advisor will include, but are not limited to:
•    Provide advice and ensure that all the procurement activities of the procurement directorate are in compliant with the Government of the Islamic Republic of Afghanistan laws and procurement rules and procedures and also Work Bank
•    Provide support in preparing Bidding Documents for the procurement of works, goods and services in accordance with activities defined in the procurement plan for the program.
•    Build procurement capacity in the procurement units through on the job training.
•    Provide support for establishment of a procurement management system based on the Afghanistan procurement law, guidelines and procedures for procurement of goods, works and services.
•    Provide support preparing the project’s annual procurement plans, identifying contact packages for goods and services, the estimated cost for each package, the procurement or selection methods and processing times till completion of each procurement activity.
•    Assist procurement department monitor procurement implementation and update the procurement plans prepared at the beginning of the project, for the procurement of goods, and the procurement of consultants services, annually and whenever it becomes necessary to do so.
•    Provide support in preparation of regular procurement reports for the related government agencies and development partners.
•    Assist in preparation of final contracts, and ensure timely distribution of all relevant procurement and contract implementation of all relevant procurement and contract documents to all stakeholders.
•    Assist in establishment and maintaining a central procurement filing system, and ensure all related documents are included in the respective files, to ensure ease of retrieval of information and the ease of following the paper trail of procurement by independent external auditors, authorized agents during post-procurement reviews
•    Required travels to provinces
•    Perform any other duties related as required or assigned by reporting authorities.

Qualifications and experience:    •    At least Bachelor degree from a recognized University (degree confirmed by MoHE of Afghanistan) in related field. Candidates having master degree will be preferred
•    At least 3-year experience in procurement, at the government, or UN agencies or Non-governmental organizations
•    Excellent written and verbal communication skills in English language and fluent in a local language;
•    Demonstrate computer skills (Ms. Office Package).
