Background:
    The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
“To Reduce Maternal and Child Mortality in the Provinces of Kabul & Herat Project” is financed by Italian Agency for Development Cooperation. The purpose of the program is to contribute to sustain the MoPH in the implementation of the Health and Nutrition Sector Strategy (ANDS), through supporting the MoPH General Directorate of Curative Medicine (GDCM), directly implementing activities foreseen within two National Programs such as the “Basic Package of Health Services” (BPHS) and the “Essential Package of Hospital Services” (EPHS). Moreover, the aim of the program is to support the MoPH to achieve Agenda 2030 Goal 3 “Ensure healthy lives and promote well-being for all at all ages” and in particular the target 3.2 “By 2030, end preventable deaths of newborns …aiming to reduce neonatal mortality to at least as low as 12 per 1,000 live births…”.

Scope of work:    The Project manager directs and coordinates activities of project components, such as procurement, finance, HR/Admin, or overall the following duties personally or through subordinate managers. Manage and direct overall operations. Measure the success of each parts of project activities .

Objective:    MoPH-GDCM/IADC project main objectives are:
•    Reconstruction of IGICH Cardiac surgery ward and neonatal surgery ward with their components.
•    Provide needed equipments for Cardiac surgery ward and neonatal surgery ward with their components.
•    Strengthening and supporting the IGICH cardiac OPD and tele-medicine section and Ghazanfar Institute of Health Service (IHS ) related parts .
•    Supporting capacity building program for Cardiac surgery ward and neonatal surgery ward with , and Ghazanfar Institute of Health Service(IHS ).
Responsibilities:    •    Develop project operation planning and facilitate achievement by cost-effective operations.
•    Clearly communicate, coordinate and update project status and activities with the GDCM and other project stakeholders
•    Make sure that the quality assessment of project related material, equipment, construction, and capacity building activities are carried out based on the accepted criteria
•    Review updates of project components  including, financial , procurement, and other project performance, project implementation
•    Reviews analyses of activities, project, finance and forecast data to determine project progress toward stated goals and objectives.
•    
•    Oversees key projects, processes and performance reports, data and analysis.
•    Participate in meeting, seminars and conferences related to the project.
•    Recruiting project staff, oversight their planning implementation process and appraising performance.
•    Read all submitted reports by project staff to reward performance, prevent issues and resolve problems.
•    Perform regular project monitoring, evaluation and financial audit and provide reports to the( IGICH, IHS, GDCM and IADC)
•    Analyze problematic situations and occurrences and provide solutions to ensure project swift implementation.
•    Generate and present activities reports of each project components quarterly and annual  bases
•    Ensure the project required items and supplies inventory is properly stocked and consistently replenished.
•    Required travels to provinces
•    Perform any other duties related as required or assigned by reporting authorities.

Qualifications and experience:    •    At least Bachelor degree from a recognized University (degree confirmed by MoHE of Afghanistan). Medical Doctors and candidates having master degree will be preferred
•    At least 5 year experience in Hospital Management or Project Management in health sector ,  at the government, or UN agencies or Non-governmental organizations
•    Excellent written and verbal communication skills in English language and fluent in a local language;
•    Demonstrate computer skills (Ms. Office Package).
