• About Ministry of Public Health (Moph)

The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH

Job Summary:

MOPH is seeking an individual for the position of Electrical Engineer. The incumbent will be part of the Project Support Team (PST). He/she will be responsible to ensure the project is managed efficiently and achieves its operational objectives and deliverables. The incumbent will report directly to MOPH Construction Director and plays a lead role in developing MOPH projects in designated infrastructure disciplines, including electrical installation works and monitors work progress and prepares reports and other key documents for the MOPH Senior Management and Managing Director. The incumbent plays an important technical role in the design, analysis; project development and design and data collection for MOPH designated infrastructure activities. The Electrical Engineer tasks will be as follows:

Skills Description:

a) Ability to work independently, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
b) Sufficient knowledge of electrical codes and etc.
c) Proficiency in computer skills required, MS Office; along with publishing and presentation software preferred.
d) Excellent skills of CAD and modeling software(s) (Auto CAD).
e) Excellent skills of electrical design software’s.
f) Excellent skills of scheduling software(s) P6.
g) Using range of software packages for developing detailed designs.
i) Excellent communication and reporting skills.
j) Highly self-motivated individual with a demonstrable ability to work under high pressure.
k) Accept responsibility and show initiative.
l) Must be flexible and willing to work for long hours in order to meet the deadline.
m) Demonstrated ability to manage multiple tasks and responsibilities.

p) Fluent in English. Have good command of English Language both written and spoken. Sufficient knowledge of English language is mandatory.

Duties & Responsibilities:

§ Undertake and deliver high quality detailed engineering design for electrical services and power distribution systems, including calculations, analysis, schematics, drawings, diagrams, models, specifications and other documents required.
§ Review and management of project from inception to post construction duties.
§ Detail engineering with safety factor in the design.
§ Basic & detail engineering for provision of earthling pits of electrical installation.
§ Design for illumination of different area and lux calculation.
§ Cable size calculation cables scheduling & its route selection, over head or underground.
§ Proper protection system for all electrical installation.
§ Design for fire alarm &detection system & etc.
§ Generally responsible for implementations and monitoring of all electrical related works at site.
§ Estimates, prepares and assigns the resources such as manpower, materials, consumables, equipment, tools, etc., required for all electrical and related works prior to execution.
§ Plans and analyses all possible construction methodologies and recommends the best options to the Project Manager for approval prior to execution at site.
§ Interprets construction drawings and studies of the contract documents and applicable standards or specifications prior to execution of any jobs.
§ Manages directly and provide engineering and technical supports to all the electrical work groups at site.
§ Plans the execution of all electrical related works and coordinates the works to the MOPH engineering team.
§ Coordinates with Clients for any site instructions and inspection of works.
§ Assign targets for accomplishments and ensure targets are met on daily basis for all electrical groups at site.
§ Submits site daily reports, inspection requests, estimates and all applicable monitoring reports on regular basis or as required.
§ Supports the Project Manager in accomplishing all the goals and targets for the electrical groups at site.
§ Ensures that all the works done are in accordance with the approved construction drawings, contract documents, project specifications, and all applicable standards whether local, national or international standards.
§ Ensures that all site works are done according to all applicable quality standards.
§ Directly responsible for the safety of all electrical groups’ personnel of the project by ensuring that the project execution will be done according to all applicable health, safety, sanitary and environmental standards.
§ Handling of electrical load as per the requirements.
§ Review Inspection and Test Plans in order to perform all required inspections and witnessing all required tests and add witness and hold points for the Client’s Inspection.
§ Review inspection reports and records of Quality Control carried out on completed and running Project activities.
§ Review Client’s Inspectors deliverables, analyze and resolve issues and problems emerging during the Quality Control activities. Ensure that all inspection and tests witnessed by clients.
§ Drawing submission and get approval from consultants.
§ Updating the drawing depends on site condition.
§ Responsible to do surveys including site measurements.
§ Responsible for highlighting foreseen problem & delays in advance escalating to the Project Manager.
§ Attend all meetings with clients, project team, contractors and etc.
§ Performs other related duties as may be required by the Project Manager.

Job Location:

Afghanistan, Kabul

Qualifications:

a) University degree in Electrical Engineering with 3 years of related experience in handling USACE projects or overall experience of not less than 3 years in the field of electrical engineering and supervision. Prior international donors experience is preferred.
b) Knowledge and ability to interpret electrical engineering drawings and implement the field works.
c) Sufficient knowledge of USACE rules, regulations, and procedures desired.
d) Fluent in English. Have good command of English language both written and spoken. Candidates who do not have sufficient English language knowledge will be disqualified.
