The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH

Job Summary

The MOPH are responsible for smooth implementation of the of Construction  project who will need a technically skillful person as Civil Engineer who will support the provincial teams with advising, planning, reporting, ensuring smooth implementation, coordination, communication and Quality control and Quality assurance of Construction projects MOPH with different stakeholders in provincial and zone level.

Duties and Responsibilities:

• Provide overall technical guidelines, formats for Supervision and monitoring of construction projects including environmental and social safeguards procedures and other MOPH supported activities.


• Ensure efficient and timely monitoring and implementation of the entire project in accordance with MOPH action plan.


• Key liaison between MOPH provincial Health Directorate (MOPH) and MUDH in provincial team in provincial level.


• Submission of the Monthly progress report in provincial level and summary report in zone level.


• Conduct Field visites to the provinces targette by the MOPH Program to monitor and evaluate practices, find bottlenecks, come up with suggestions and recommendations for improvement;


• Specifying the Amended projects accordance site and sharing on time with central office. 


• Traveling district by district for check and construction control.

• Providing estimation for MOPH NEW projects

• Monitoring and Evaluation of Projects in Provinces.


1. Planning

• Overall planning and managing of the activities related to Construction projects of MOPH.


• Prepare annual monitoring plan in close collaboration with program and relevant departments.

2. Coordination / Communication / Facilitation

• Guide the MOPH Tracking Teams to monitor progress, identify implementation bottlenecks and propose feasible solutions, develop and monitor an agreed action plan approved by the MOPH Task Force.


• Discussion and analysis of tasks and activities and the
processes and resources for project implementation and accomplishment of results. 


• Provide support for strengthening the collaboration and linkages between different departments of the MOPH.

• Represent MOPH at various meetings and forums in Provinces on behalf of Construction Department.
3. Deliverables:
• Draft monthly and semiannual and annual narrative reports of MOPH Construction implementation.

 The Report Will be deliver to the relevant provincial Health Directories and MUDH
• Provide assistance for maintaining a good record of all documents related to MOPH. 
• Report and present the progress on MOPH Construction project to relevant stakeholders
• Ensure and submit timely periodic reports to relevant stakeholders
• Work closely with the Provincial Engineering teams of MUDH
• Ensure that the Clinics, Hospitals and  all  construction works are going on as per the entail contract /technical specification/drawings and MOPH norms.

Qualifications

Education/Experience/Skills/Competencies

1) Education
a. At least BSc degree in Civil Engineering.
2) Experience
a. At least 4 years of relevant professional experience in a related field, 
3) Skills and Competencies
a. Strong computer Skills (Word, Excel, Power Point Auto Cad and other Engineering Softwears).
b. Excellent communication skills in English, Pashto and Dari languages
c. Proposal and report writing skills
d. Effective Project Management Skills.
e. Must be willing to travel throughout Afghanistan.


Recruitment, work condition and evaluation

1. Recruitment:
1. The recruitment will be done through transparent and competitive processes.

2. Work conditions
1. The Civil Engineer will work according to Afghanistan MOPH’s and donors' rules and regulation.
2. MOPH will provide a proper work station.
3. Evaluation
1. The initial three months will be considered a probationary period after which a formal evaluation will be conducted before the assignment is confirmed.
2. A formal performance evaluation shall be conducted annually jointly by MOPH leadership.
3. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.
4. These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank.
