Background:

The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities.

Scope of services:

The senior post market surveillance advisor will closely work with NMHRA executive director for providing technical support to quality assurance of medicine, safety, effectiveness, rational medicine use and to operationalize the system to monitor in BPHS and EPHS health facilities level the safety and effectiveness of medicines and other pharmaceutical products.

The Advisor will report technical on day to day activities to the his/her direct line manager/supervisor. However, contractually, the, the advisor is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Objective:

  • To operationalize a market surveillance system to enforce the quality standards including the collection, analysis and detection of quality and safety concerns of pharmaceutical on central and provincial level at BPHS and EPHS health facilities.
  • To develop a comprehensive national plan for Post Marketing Surveillance (PMS) Pharmaco-vigilance (PV) system on central and provincial level for BPHS and EPHS.
  • To develop pharmaco-vigilance reporting system on central and provincial level for BPHS and EPHS

Responsibilities:

  • Development of comprehensive national plan for Post Marketing Surveillance (PMS) Pharmaco-vigilance (PV)
  • Coordinate pharmacovigilance activities with relevant MoPH departments, BPHS and EPHS implementers and other health services providers.
  • Developing required supportive guidelines, SoPs and Forms for implementation of medicine surveillance system.
  • Support partnership with national and international agencies for exchange of information/knowledge and experience of quality assurance system according to international standards.
  • Contribute to advocacy programs for collection of safety/quality reports from public and private health services providers.
  • Identify possible supports and establishing sustainable mechanisms of obtaining the required technical and financial resources for better performance of PMS in BPHS and EPHS system.
  • Ensure complaint investigations are adequate, accurate and timely from central and provincial level.
  • Perform data analysis to alert management to trends revealed by complaints and reported events and peer reviews for complaint closure activities.
  • Preparing training material of post marketing surveillance methodologies and conducting trainings for relevant stakeholders on timely basis and implementation in BPHS and EPHS health facilities.
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables
  • Provide regular or ad hoc plan and report in coordination with Inspection and regulatory advisor as per request NMHRA/MoPH leadership and Word Bank according to the ToR

Qualifications and experience:

  • University degree in Pharmacy, medicine or public health (master degree candidates is preferred).
  • At least 5 years working experience in health management with government, national or international NGOs or UN or donor agencies including at least two year working experience in pharmaceutical.
  • Good communication skill
  • Good command of English, local languages and computer skills.

Deliverables:

 

  • Pharmaco-vigilance comprehensive national plan developed for BPHS and EPHS.
  • Pharmaco-vigilance implementation guideline for BPHS and EPHS health facilities developed.
  • Quality assurance plan prepared and implemented in all BPHS and EPHS health facilities.
  • SOPs, forms and guidelines for quality assurance of medicine prepared for all BPHS and EPHS health facilities.
  • 12 monthly activities report submitted to Sehatmandi Coordination office within one year
