  The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities. The incumbent will support H.E. the Minister in managing administrative affairs in his office. In addition, the incumbent will facilitate the meetings with the donors’ community and regularly follow-up the smooth implementation of instructions given by H.E. the Minister. The incumbent will be assigned to the office of the Minister and will report to the Sehatmandi Coordination Office.


Scope of services:

The Senior Administrative Officer will be a member of the Sehatmandi Coordination Office, with a special focus on the overall administrative activities related to the smooth process of Sehatmandi project affairs


  • To strengthen the international relation and communication with health sector partners and line ministries on routinehealth service delivery and emergencies
  • To facilitate the international event related to health sector


  •   Assist to Manage and control the overall administrative activities including human resources management, logistic, facility management and procurement management of Sehatmandi coordination office
  • Assist to Oversee the timely, fair and transparent recruitment, retention and promotion process of Sehatmandi project staff,
  • Contribute in development of ToR, recruitment file, appraisal document and etc
  • Regular review of Sehatmandi project financed staff on their monthly activity reports;
  • Prepare and amend the procurement plan for Sehatmandi project coordination office as per rules whenever needed;
  • Coordinate and facilitate any external audit done to Sehatmandi project;
  • Enter and update all procurement process in STEP in coordination with other Sehatmandi project focal points;
  • Revise the Sehatmandi project Human Resources Manual;
  • Compile and analyse the status of the Sehatmandi project finance staff deliverables;
  • Develop and implement office administration procedures;
  • Facilitate the World Bank missions to MoPH and high level meetings;
  • Draft and develop meeting minutes of high level meetings with MoPH leadership and World Bank missions;
  • Contribute to the development of personnel policies and procedures;
  • Provide training in good administration practices and procedures for all staff;
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables;
  • Work closely with unit team members on issues related to strategic actions.
  • Other relevant tasks as assigned by Sehatmandi project coordinator

Qualifications and experience:

  • At least Bachelor’s degree in Business Management or Economics, and Master’s degree is preferable;
  • To have at least 7 years’ experience in Administration with government or NGOs or 5 years relevant working experience plus Masters or its equivalent degree;
  • Have excellent knowledge of English (Written, spoken and understanding);
  • Have good computer and internet knowledge;
  • Good communication skills to work and deal with MOPH, NGOs, World Bank and other related stakeholder.



  • External audit of Sehatmandi project facilitated;
  • Developed tools for monitoring and review of Sehatmandi project financed staff monthly activity reports;
  • All Sehatmandi project related procurement documents uploaded in STEP
  • Developed tools to timely review, compile and monitoring of the Sehatmandi project finance staff deliverables;
  • Revised the Sehatmandi Project HR manual;
  • 12 monthly activities report submitted to Sehatmandi Coordination office within one year.
