The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities.

Scope of work:

The Adminstravie Specialist  will be responsible for facilitating the amistrative tasks of Sehatmandi project coordintation office.

This position will closely work with the Sehatmandi project admistrtion team and report to Sehatmandi project Senior Adviosors.

Objective:

The incumbent will be a member of the Sehatmandi coordination office, with a special focus on the overall administrative activities related to Sehatmandi Project

Responsibilities:

  • Ensure that administrative activities are coordinated among all section of the Division;
  • Develop and implement office administration procedures;
  • Ensure proper filling system;
  • Keep soft and hard copies of contracts for all staff of Sehatmandi Project.;
  • Prepare the checklist and send copies of contracts officially to concerned parties including World Bank office;
  • Ensure proper maintaining and confidentiality of HR documents;
  • Proper documentation and renewing of contracts for supportive staff;
  • Enter all individual and institutional  contracts to the World Bank Procurement System and communicate with the concerned person of the World Bank;
  • Provide interpretation from English to local languages and vice versa whenever needed;
  • Compile plans of actions and monthly, quarterly and annually reports of the Department and share it with concerned parties;
  • Organize meeting and workshops of Sehatmandi project;
  • Facilitate the Sehatmandi project implementation support missions;
  • Undertake minutes of the meetings, edit and type it in standard formats  and share it at earliest convenience time with concerned parties and ensure  proper  documentation and recordkeeping;
  • Design a page in social media and keep it active and updated;
  • Work closely with the PMO, GCMU and DBD on issues related to the project adminsrative strategic actions;
  • Any other project administrative related jobs assigned by supervisor.

Qualifications and experience:

  • Have bachelors degree from a recognized university (degree must be confirmed by MoHE of Afghanistan).
  • Have at least 5 years’ experience in administration with NGOs or UN agencies or with government;
  • Have excellent knowledge of English (Written, spoken and understanding);
  • Have good computer and internet knowledge;

Deliverables:

  • Developed and implemented office administrative procedures, i.e. facilitate to develop procurement documents, travel plans, ToRs, HR Manual
  • Provided logistics and secretariat services for the Project workshops, meetings and missions.
  • Provided systematic filing, record keeping and other house-keeping services
  • Monthly activities report submitted to Sehatmandi Coordination office on a regular basis.
