Background:

The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH through support of short-term technical assistance and supports the contracted staff required for implementation of project activities.

Scope of services:

The Advocacy and Communication Advisor is responsible to improve the MoPH for public relation affairs. The advisor is reporting to the Head of the Public Relation department.

The advisor will report technical on day to day activities to the his/her direct line manager/supervisor. However, contractually, the, the advisor is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Objective:

To strengthen the MoPH public relation through advocating the external and internal resources and establishing robust relation with the social media and other potential stakeholders.

Responsibilities:

  • Assist the MoPH explore innovative approaches for improving Public Relation capacity in the Ministry and engaging with different stakeholders.
  • Prepare policy and plan practices for launching news conferences
  • Contribute in providing broadcasting principles for Social Networks
  • Strengthen the relationship with the media to encourage them to reach a wide range of health facilities and program Assist the PR department to undertake daily Parliamentary monitoring.
  • Provide technical input to media monitor and ensure build related capacity.
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables
  • Provide the context of radio messages in connection with the campaigns of the Ministry of Public Health.
  • Assist the public relation department in establishing and maintaining two-way communication with relevant official bodies and stakeholders.
  • Provide mentoring to the public relation department in writing newsletters, briefings, campaign material and press
  • Work with the public relation department and assist them in completing detailed strategy write-ups, work plans, and reports as per the requirement.
  • Work with the Public relation department to ensure on time and routine update of MoPH social media pages.
  • Be flexible within the broad remit of the post and be prepared to work some evenings and occasional weekends.
  • Any relevant task given by the authority.

Qualifications and experience:

  • Having university degree
  • Minimum of 5 years of experience in the areas of communication;
  • Excellent skills in communication
  • Demonstrate computer skills (MS. Office Package)

Deliverables:

 

  • An SOP for launching press conferences developed
  • A pager of the progress of MOPH activities developed and shared with government officials and development partners MOPH social media and
  • MOPH social media and webpage managed
  • 12 monthly activities report submitted to Sehatmandi Coordination office protocols and SOPs for events management (conferences, workshops and seminars) developed
