Background:

The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities.

Scope of services:

GCMU Administrator will be responsible to take proactive action for timely contract renewal of GCMU staff and follow-up with HR to expedite the procedure and Communication with World Bank.

The Administrator will report technical on day to day activities to the his/her direct line manager/supervisor. However, contractually, the , the advisor is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Objective:

The GCMU Administrator will be a member of the Grant & Services Contract Management Unit (GCMU), with a special focus on the overall administrative activities related to the BPHS and EPHS delivery

Responsibilities:

  • Prepare and Keep soft and hard copies of contracts for all staff of GCMU prepare the check list and send copies of contracts officially to concerned parties including World Bank office
  • Make sure clearance form filed for all staff leaving the office and copies to be distributed to concerned parties
  • Undertake proactive actions for filing the vacant posts through MoPH/ HR department
  • Make sure all staff has up-dated TOR in their personal files
  • Ensure proper maintaining and confidentiality of HR documents
  • Undertake annual preparation of Tashkel and appointments for GCMU and its formalities for approval
  • Make sure annual staff performance review, including support staff, are done and to be kept in their files
  • Raise and renew contracts for support staff based on proper documentation
  • Make sure all staff have ID cards and business cards as needed;
  • Undertake GCMU assets registration for GCMU and keep a record for assets bought from  SEHAT in a   database and updated from time to time
  • Inter all contracts, individual and institutional to the World Bank System of procurement and communicate with the concerned person in the WB
  • Keep updated list of all GCMU staff
  • Collect the EOIs and proposals as per office rules
  • Proper filing of  all institutional contracts and sending a copy to Finance Section and World Bank
  • Represent Administration in the preparation meetings for BPHS/EPHS and take active part in the logistic of the events including EPHS/BPHS coordination meetings
  • Admin tasks including   Event managements, Facility management, fleet management
  • Office management including (office cleanness, availability of hygen material, refreshment, stationary & office set up arrangement)
  • Make sure registration of incoming and out-going letters
  • Take care of announcement of EOI and RFP as per rules and regulations
  • Collect the EOIs and proposals as per office rules
  • Arrange for the opening of EOIs and Proposals as per rules and regulations
  • Make necessary logistic arrangement for review of the Proposals
  • Make sure winners announcement in National newspapers, MoPH web-site and other related sites 
  • Proper filing of  all institutional contracts and sending a copy to Finance Section and World Bank
  • Act as a back-up for registering MoPH contracts ( individual and Institutional) in WB system
  •  
  • Submit monthly report to Sehatmandi Coordination office about project related work and deliverables
  • Any other Administrative related jobs assigned by supervisor

Qualifications and experience:

  • Bachelor degree
  • To have at least 5 years’ experience in Administration with NGOs or UN agencies or with government.
  • Have an excellent knowledge of English (Written, spoken and understanding)
  • Have a good computer and internet knowledge
  • Good communication skills to work and deal with MOPH, NGOs, UN and other related stakeholder.
  • To be an Afghan National

Deliverables:

 

  • staff contracts and all personal files to be kept safe in hard and soft copy
  • Filing the vacant posts through MoPH/ HR department
  • Procurement documents to be kept in safe place and sending a copy to Finance Section and World Bank
  • ual preparation of Tashkel and appointments for GCMU and its formalities for approval
  • Staff performance review
  • Admin tasks including (Office Management/Travel).           
  • Take care of announcement of EOI and RFP as per rules and regulations and collect the EOIs and proposals as per office rules
  • Proper filing of  all institutional contracts and sending a copy to Finance Section and World Bank and NPA
  • 12 monthly report submitted to Sehatmandi Coordination Office
