Background:

The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports highly qualified national contracted staff required for the design, implementation, and evaluation of project activities.  

Scope of services:

Under the overall guidance and direct supervision of the Procurement Director, the Procurement specialist is responsible for procurement of works and goods of the procurement directorate.

The specialist will report technical on day to day activities to the his/her direct line manager/supervisor. However, contractually, the, the  specialist  is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Objective:

The overall objective of procurement system improvement under Sehatmandi is streamlining the procurement affairs and coordinated and integrated procurement management actions to fulfill a need for goods and works in a timely manner and at a reasonable cost given more value to transparency, efficiency and accountability within in the directorate of procurement.

Responsibilities:

The MOPH Procurement Specialist responsibilities will include, but not be limited to:

  1. Organize and initiating the procurement process in accordance with the Government Procurement Law and the world bank procurement guideline, i.e. preparation, advertising (General Procurement notice, specific procurement notices etc.);
  2. preparation of RFQs, ITBs, RFBs; organization of public bid opening; receipt and evaluation of quotations, bids or proposals
  3. Prepare the contract files for approval to the NPA for approval
  4. Update, track and monitor the bank guarantees and ensure that, guarantees are kept safe and updated before expiration   
  5. Prepare/update an annual Procurement Activity Schedule (PAS) and Procurement Monitoring Plan in consultation with relevant MoPH departments and submit through appropriate channels to the High Level Authority/World Bank for approval;
  6. To jointly work and coordinate with MOPH procurement’ team in relation to plan and prioritization of projects in annual and multi-year procurement plan.
  7. Preparation of contracts for procurement of goods and works and negotiations of certain conditions of contracts in full compliance with the Government Procurement Law& World Bank procedure
  8. Ensure implementation of Afghanistan procurement law, procedure, Circulars and SBDs and donor’s Guidelines (if needed); obey principles of transparency, competitiveness and integrity in all requests for Award, Amendment and Cancelation of contract for various types of procurement and report conflict of interest (if any)
  9. Preparation of responses to clarify issues, resulting from bidders’ queries;
  10. Organize the pre bid conferences and circulate the minutes to all bidders and keep the records
  11. To be accountable for preparation, recording, maintaining and reporting of all procurement documents related to World bank supported project and governmental Procurement;
  12. To be responsible to facilitate with World Bank auditors, Governmental Audit and procurement team and ensure that all supporting documents are obtained and kept in order for auditing purposes;
  13. Receive all Purchase orders (PO) or Purchase Request Forms (PRF), ensure they are signed by MoPH authority, clearly stating requested delivery date, specifications description and quantity needed;
  14. Maintain a file for all pro-forma invoices received under item group filing system for all the projects activities;
  15. Take a part in Evaluation of Bidding Documents, offers, RFP&RFQ and coordinate/ facilities the evaluation processes and eensure during the evaluation of Bids that whole BoQ and Price Schedule are checked and corrected.
  16. Develops and maintains a system for adequate documentation and filing of procurement transactions for archiving and auditing purposes.
  17. Maintain and update procurement tracker on daily/weekly/monthly basis
  18. Carry out the overall procurement of Sehatmandi projects.
  19. Provide professional and technical advice to the procurement directorate and senior officials
  20. He or she is expected to work with no conflict of interest and high discipline, honesty and accountability and sign on papers and documents assigned to, similar to the civil servant and other procurement staff.
  21. Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables.
  22. Any other relevant task assigned by senior management

Qualifications and experience:

  • Bachelor’s degree from a recognized university. 
  • 5 years of experience in procurement with government or UN agencies or donor or non-governmental organizations.
  • Excellent verbal and written skills in English language with professional proficiency in the official local Languages (Dari or Pashto),
  • Proficiency in utilization of Microsoft Office, internet browsing and Email access.

Deliverables:

 

  1. Procurement monitoring system and tracking mechanism develop for MoPH
  2. Annual assessment of procurement department conducted.
  3. Consolidated MOPH annual procurement plan developed and updated on quarterly.
  4. Capacity building plan of procurement department developed for accreditation.
  5. Monthly report submitted to procurement director and Sehatmandi Coordination Office.
