Background

The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities.

Scope of work

Health Promotion and Communication Senior Advisor will be responsible for designing and implementation of health promotion and communication campaigns. He/She will be responsible for assisting the health promotion department in management of the campaign’s procurement, contracting and implementation.

This position will report technically on day to day activities to his/ her direct line manager/supervisor. However, contractually, the consultant is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Objective

  • To manage and facilitate the health promotion and communication campaigns procurement and contract management
  • To initiate effective, large scale health promotion campaigns and strategies as per MoPH and World Bank procedures

Responsibilities

  • Responsible for project management of third-party agency contracts, including but not limited to those related to training, secondments and health communications campaigns
  • Works as part of the Health Promotions Task Force (HPTF), to monitor and track health communications programs across line departments, and sectors
  • Responsible for ensuring all health communications campaigns are based on a sound health communications strategy
  • Works with the third-party communications agency to integrate formative research, strategic planning, creative brief development, and media planning
  • Responsible for providing quality assurance capabilities within the HPD for communications campaigns produced by line departments
  • Responsible for leading the HPD digital and social media strategy, for engaging with social media partners such as Facebook, and for providing the interface between the campaign strategic plan and the digital/social media plan
  • Responsible for ensuring the development and deployment of monitoring and evaluation of all HPD health communication campaigns
  • Assists the third-party contract management process of all HPD health communications campaigns and trainings;
  • Responsible for working with line departments to ensure appropriate M&E plans are developed with relevant health communications indicators [separate from health outcome indicators monitored through other existing efforts such as demographic and health surveys (DHS)]
  • Responsible for management of case studies and overseeing opinion surveys
  • Responsible for creating and supporting a digital archive of communications materials produces by all MoPH supported health communications campaigns
  • Ensures communication materials are based on sound health communication strategies and in line with MoPH communication material development guideline and standards.
  • Assists the admin/ finance officer in reviewing and clearing financial documents.
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables.
  • Any other tasks and duties assigned to him/her by his/her supervisor.

Qualifications and experience:

  • Having Bachelor degree in medicine, public health, pharmaceutical affairs, and behavioral science from a recognized university
  • Postgraduate degree is preferable
  • At least five years’ post-graduate work experience
  • Excellent written and verbal communication skills in English is must
  • Fluency in Pashto and Dari languages is must.
  • Must have good command of computer skills
  • Proven communication and coordination skills

Deliverables:

  • Baseline formative researches are conducted.
  • Effective, large scale health promotion campaigns using various communication approaches are designed and implemented.
  • Health communication materials are developed and broadcast based on health communication strategies and standards.
  • Case studies and opinion surveys are conducted
  • Digital archive of communications materials is produced
  • All relevant financial documents are cleared at due time.
  • Monthly activities report submitted to Sehatmandi Coordination office on a regular basis.
