Background:

The Afghan health system has made considerable progress during more than one and half recent decades as a result of strong government leadership, sound public health policies, prioritization of investments in primary care and the introduction of a basic package of health services (BPHS) and essential package of hospital services (EPHS) for implementation by contracted service providers (SP) except in three provinces where the Ministry of Public Health directly manages health facilities offering BPHS and EPHS.

 

However, Afghanistan health system is struggling due to emerging of COVID-19 pandemic caused by the 2019 novel coronavirus. The situation is quickly evolving due to migration of thousands of immigrants to country on daily basis and the cross border concerns. As a result of insufficient quarantine capacity, the risk of community spread of the infection is highly probable. As such it is required to rapidly response to the outbreak and strengthen the public health systems capacity for disease response and preparedness. To address these concerns the MoPH and World Bank designed Covid-19 Emergency Response and Health Systems Preparedness Project.

Scope of Services:

The Senior Project Management Specialist will be responsible for the project management and implementation within the ministry of Public and will be based in Kabul.

Objective:

To facilitate the Covid-19 Emergency Response and Health Systems Preparedness Project management and implementation

Responsibilities:

  • Support the overall implementation of the project;
  • Closely work with Sehatmandi project units (SCO, GCMU, PMO) in procurement, contract management and M&E of the project;
  • Facilitate the internal communication and coordination related to the project;
  • Facilitate the implementation support missions conducted by the World Bank;
  • Support the Sehatmandi Coordination Office on follow up of activities agreed between the Bank and MOPH;
  • Provide regular updates to SCO and the project coordinator and on the status update of the agreed actions;
  • Support timely and effective organization, recording, and active follow of the project deliverables;
  • Support timely and effective organization, recording, and active follow up of all Sehatmandi related coordination meetings;
  • Attend the coordination meetings with MoPH different departments and the World Bank;
  • Draft the project monthly and quarterly progress reports;
  • Actively participate and be conversant in MoPH’s policy development and advocacy programs;
  • Identify implementation challenges and obstacles on ongoing basis, and share the issues with SCO;
  • Liaise with all relevant internal stakeholders for smooth continuation and perform responsibilities as assigned;
  • Other relevant tasks as assigned by SCO and/or the project  coordinator;

Qualifications and Experience:

  • Medical Doctor degree from a recognized university;
  • Bachelor degree with 7 years’ experience or Master’s degree with 5 years’ management experience in the health system strengthening and management with the government or Non-Governmental Organization (NGO);
  • Prior experience and familiarity with existing policies and strategies of the health sector of Afghanistan;
  • Good command of English and local languages;
  • Strong interpersonal, writing and communication skills.

Deliverables:

 

  • Project reports quarterly progressive reports drafted;
  • COVID-19 STEP related activity facilited
  • COVID-19 project coordination meetings facilitated;
  • 12 monthly reports prepared and submitted to SCO.
