Background:

The procurement Specialist will play a crucial role in contract management, in particular framework contracts, associated with pooled procurement mechanism (PPM) initiated by the President of Islamic Republic of Afghanistan in 2016. The incumbent will comply with principles of good practices in contract management for: health commodity procurement, direct delivery of health commodity b suppliers, non-supply services such as transport, and assessment and monitoring of the quality and cost effectiveness of contracts. The incumbent is responsible for contract management including: prepare, maintain and review purchasing files and records, price lists, the status of requisitions, contracts and orders, locate suppliers, approve bills for payment, monitor subcontractor performance, calculate the cost of orders, ensure invoices are charged to the appropriate accounts, and monitor inventory transfer forms for bookkeeping records. He or she is required to implement the efficient and compliant execution of all contracts in accordance with the standards, regulations and guidelines embraced in the Afghan National Procurement Law and other relevant documents approved by the government.

Scope of work:

is to contribute to expanding healthcare commodity security within Afghanistan through quantifying, procuring and distributing essential health products of high quality to the population at affordable price by:

Responsibilities:

  • Assist the department of pharmaceuticals procurement in establishing procurement strategies for acquisition, receiving and tracking of essential health commodities that optimize quality, cost and timely delivered criteria.
  • Working collaboratively with the departments of MoPH and the JPPC subcommittees to coordinate supplier selection, credit and terms, track supplier performance standard, and conduct ongoing evaluation.
  • Prepare bidding documents, including notice and instruction to bidders, and general and specific condition for the bidders.
  • Tracking the value of contracts awarded.
  • Providing information for reports tied to funding disbursements on time.
  • Being part of the evaluation committee of bids and quotation in accordance with set criteria in bid documents.
  • Interact with suppliers on a daily basis to resolve transactional issues and gather critical information invoices, tracking info, tax docs, etc.
  • Being part of bid evaluation committee responsible for the evaluation of bids and quotations in accordance with set criteria in the bid documents.
  • Responsible for the preparation of bid evaluation reports and their submission for approval.
  • Preparing, controlling and implementing procurements SOPs,
  • Any other task within the scope of the job and activities of (PPMU) and its development project as assigned by the employer 

Qualifications and experience

  • Bachelor or higher degree from a recognized University Degree in Economy(Finance)
  • Five (5) year or longer general experience of working with national or International organization.
  • At least (3) years professional experience in the field of procurement/finance or admin.
  • Good communication skill
  • Good team work spirit
  • Ability to work independently 
  • Language skill: Fluency in written and spoken Dari/Pashto and good working knowledge of English
  • Able to travel to provinces
