The Afghanistan health system has made considerable progress backed by the strong evidence of improved health indicators over the years. The key enablers for the improvements in the health system include strong local stewardship, development of sound and stable policy frameworks, continuous prioritization of investments in BPHS and EPHS. The BPHS and EPHS have been implemented through the Service Providers (SPs) in 31 provinces and the Strengthening Mechanism of the Ministry of Public Health (MoPH) in remaining 3 provinces. As the Sehatmandi project fund centers around the BPHS and EPHS implementation, it attempts to bring in a new approach of performance management for more transparent and systematic management of the SPs. To optimize the performance management system, the MoPH has developed the Performance Management Standard Operating Procedure (SOP) and establishes a new office titled the Performance Management Office (PMO). 

Scope of work:

The incumbent will work under the direction of the PMO Team Leader. S/he will be responsible to play a pivotal and instrumental role in the communications associated with the performance management system for different target audiences. In tandem with the MoPH team, the incumbent will engage in.

Objective:

To demonstrate knowledge and outstanding interpersonal skills to implement communication strategies to achieve the objectives of the SOP, and generate high-quality products written in English and local language.

Responsibilities:

Under the supervision of the PMO Team Leader and Senior Performance Management Specialists,

  • Assist the PMO Team Leader and Senior Performance Management Specialists who compile and provide performance-related evidence to inform the leadership’s policy decisions with respect to the SPs’ performance in BPHS and EPHS under the Sehatmandi project.
  • Play a role of chief editor of the official communication with partners and stakeholders (e.g. public announcements and appeals, official notices [letters and emails], reports and minutes of meeting etc.), Performance Management Dashboard and other PMO publications in English to ensure credible and high-quality products.
  • Facilitate to develop a database to help the PMO develop reports as necessary.
  • Provide interpretation services from English to local language(s) and vice versa when requested by the Senior Performance Management Specialists.
  • Keep himself/herself updated on all PMO-related activities to be able to respond to any information requested at any time.
  • Liaise with the PMO team and submit the SOP-related reports to the PMO Team Leader.
  • Keep the MoPH website up and running with required data included in the products related to the PMO.
  • Act as a Secretary for Head of GCMU and arrange the meetings
  • Arrange GCMU staff meetings and team leaders meeting and share his instructions with GCMU staff
  • Prepare calendar of events, GCMU newsletter and update all notice and sign boards at regular basis
  • Accomplish other activities required by the department.

Qualifications and experience:

  • The applicants must have a university degree in a discipline related to Social Science, Health Sciences or Computer Science.
  • The applicants must have at least 5 years of work experience in the government, UN agencies, Non-Governmental Organizations and/or donor agencies working for the health sector.
  • The applicants must demonstrate the ability to write and speak in English at professional level and fluent in one of local languages.
  • The applicants must have skills in public relations and communication.
  • The applicants must have knowledge and hands-on familiarity with computer operations including MS Office Suites.
  • The applicants must be able to travel within and outside Afghanistan.

Deliverables:

  • All PMO deliverables in English are thoroughly edited and made available in public domain, which include but not limited to: the Monthly Updates, Quarterly performance Review (Appraisal) Report, Semi-Annual Performance Review (Appraisal) Report, and Performance Management Dashboard. 
  • The Performance Management Dashboard is edited and kept updated semi-annually.
  • PMO database is created and kept up and running.
