The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces. Sehatmandi project mainly finances the BPHS and EPHS implementation across the country for 3 years - July 01, 2018 to June 30, 2021. In order to manage the health program effectively, the project finances the system development and stewardship functions of the MoPH though support of short-term technical assistance and supports the contractual staff required for implementation of project activities.

Scope of services:

The advisor will be responsible for improving the hospital management of Kabul Tertiary and Specialty hospitals.

The Advisor will report technical on day to day activities to the his/her direct line manager/supervisor. However, contractually, the, the advisor is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.


  • To improve provision of hospital services at national and specialty hospitals through strengthening managerial and administrative functions in these hospitals
  • To initiate hospital waste management and infection prevention system in Kabul Tertiary and Specialty Hospitals
  • To Strengthening Kabul national hospital data recording and reporting systems


  • Support  Hospital Management Team in hospital management tasks and their capacity building
  • Assisting  with the revision of  waste management, guidelines and SOPs, promotion and implementation of new waste disposal schemes
  • Ensure all hospital implement revised HCWMP
  • Ensuring compliance with current legislation in the transportation, handling and disposal of waste.
  • Helping with the hospital management team in human resource training/development and  rationalization
  • Build the capacity of hospitals in analysing HMIS data and using data for planning and decision making
  • Assisting Tertiary and Specialty hospitals in implementation of user Fee by development of implementation plan, guidelines and tools.
  • Conducting of quarterly review of the hospital operation progress and report development and submission mechanisms necessary for compliance
  • Assisting General Directorate of curative Medicine in revising and  development of Hospital monitoring and assessment tools and standards
  • Conducting planned refreshing training (based on the training need  assessment once per year)
  • Assisting General Directorate of Curative Medicine in Development of practical referral system, Implementation and regular Evaluation of referral system at targeted Hospitals
  • Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables
  • Submitting the monthly, quarterly, interim and annual base progress report to GDCM and Sehatmandi Coordination Office.
  • Any other tasks assigned by the GDCM and relevant hospital for improving hospital healthcare provision.

Qualifications and experience:

  • Having  medical degree, master degree in management is preferably in hospital management from a recognized institution (degree confirmed by MoHE of Afghanistan)
  • At least 6 years’ post-graduation experiences of hospital management, at the government, or UN agencies or Non-governmental organizations
  • Excellent written and verbal communication skills in English language and fluent in a local language;
  • Demonstrate computer skills (Ms. Office Package).
  • Be able to travel inside or outside Afghanistan




  • Revised HCWMP implemented in all national hospitals
  • 12 monthly activities report submitted to Sehatmandi Coordination office within one year
  • hospital waste management system established and function based on waste management guideline


  • A rationalized shift duty system established as a pilot in one hospitals
  • User fee system developed and implemented.
