Purpose of the Position
The Head of the Neurosurgery Department will be responsible for providing strategic leadership and operational oversight of the hospital’s neurosurgical services. This role encompasses the management of the department’s clinical, educational, research, and administrative activities to ensure the delivery of the highest standards of patient care, medical education, and scientific research.
The Head of the Neurosurgery Department is required to work in close coordination with other Department Heads, the hospital management team, and healthcare staff to effectively implement the hospital’s overall mission and objectives within the framework of departmental goals.

Duties and Responsibilities:
Core Duties & Responsibilities:
Clinical Services:
- Provide leadership, supervision, and delivery of advanced diagnostic and therapeutic neurosurgical services for patients in outpatient, inpatient, and critical care settings.
- Oversee the management of neurosurgical emergencies and critical care interventions.
- Develop, implement, and maintain evidence-based protocols, guidelines, and best practices in neurosurgery.
- Ensure that multidisciplinary teams work in a coordinated and collaborative manner to deliver comprehensive and holistic patient care.
- Manage complex and challenging neurosurgical cases and provide consultations in collaboration with other hospital departments.
- Evaluate the performance of specialists and the surgical team in coordination with the hospital’s Human Resources management.
- Ensure continuous updating of the knowledge and skills of departmental professional staff regarding the latest advances in neurosurgery, and promote the use of modern techniques and technologies to improve patient care.
- Closely supervise and collaborate with fellows, trainees, nurses, and other healthcare staff to ensure the provision of high-quality healthcare services.
- Ensure efficient patient flow, timely implementation of medical interventions, and full compliance with hospital protocols, standards, and quality requirements.
- Regularly review departmental performance indicators, such as patient outcomes and procedural success rates, and take corrective actions as needed.
- Perform on-call duties as Chief-On-Call and, when required, second on-call, in accordance with the duty roster approved by the department and hospital administration.
- Ensure the timely provision of medical and professional consultations.
Education and Training (Capacity Building):
- Develop and enhance educational programs, including high-quality practical and theoretical training in patient care and neurosurgical techniques.
- Ensure that the team remains updated on the latest advances in neurosurgical clinical care through Continuing Medical Education (CME) programs.
- Encourage, collaborate in, and conduct research in neurosurgery and related disciplines.
- Facilitate clinical training, guidance, and mentoring to promote a culture of learning, professional growth, and capacity development within the department.
- Develop and deliver educational programs, including workshops and specialized lectures, for neurosurgery department staff and other hospital personnel.
- Organize and actively participate in clinical rounds, case discussions, and the delivery of specialized medical seminars.
- Ensure that departmental training programs are aligned with the hospital’s academic and educational objectives.
Research and Academic Affairs:
- Design, identify, support, and implement scientific, clinical, and experimental research topics based on clinical needs and the research priorities of the hospital and the Ministry of Public Health within the relevant department.
- Mobilize and secure financial resources for research projects and ensure full compliance with national and international ethical standards at all stages of research implementation.
- Encourage department members to publish scientific findings and results of clinical and experimental research in reputable national, regional, and international journals and platforms, and establish collaboration with scientific institutions, hospitals, universities, and research centers at national and international levels.
- Organize weekly scientific sessions and conduct conferences and educational seminars on research methodologies to promote and enhance the scientific and research knowledge and skills of departmental staff.
- Continuously monitor, analyze, and evaluate the quality of activities, outcomes, achievements, and research projects, and provide recommendations to improve related processes within the department.
Leadership and Administrative Responsibilities:
- Assume responsibility for managing all professional and administrative operations, including oversight of recruitment, staff assignment, and performance evaluation of all medical personnel in the department.
- Provide leadership opportunities, mentoring, and professional growth and development for all departmental staff, including faculty members, trainees, and fellows.
- Develop and implement monthly, quarterly, annual, and strategic departmental work plans in alignment with the hospital’s overall operational plan and the Ministry of Public Health strategies to improve departmental performance, clinical outcomes, and patient satisfaction.
- Manage the departmental budget and required resources to ensure appropriate allocation and cost-effective utilization of funds.
- Collaborate with hospital administration to ensure departmental operations comply with health regulations, accreditation standards, and hospital quality indicators.
- Prepare and organize a 24-hour duty roster for departmental professional staff, including specialist trainers, trainee doctors, and fellows,
- Including weekends, public holidays, and approved shift schedules.
- Manage and actively participate in morning reports to ensure continuity and quality of services delivered during the previous 24 hours within the department.
- Ensure the presence and punctuality of all departmental personnel, including those on duty rosters, in the execution of their assigned responsibilities.
- Collaborate with the hospital management team in implementing decisions, staff deployment, and duty rotation.

- Maintain readiness and actively participate in hospital emergency situations to ensure effective management and delivery of urgent neurosurgical services.
- Participate in hospital round visits (general clinical supervision), meetings of the Drug and Therapeutics Committee (DTC), Mortality Review Committee, Quality Improvement Committee, HMIS Committee, and other meetings convened by hospital administration.
- Supervise, evaluate, and enforce disciplinary actions for departmental staff as required.
- Submit monthly, quarterly, annual, and ad hoc reports on departmental activities and achievements to the Hospital Medical Director.
- Perform any other duties assigned by hospital leadership in accordance with applicable laws, regulations, and the objectives of the hospital and the Ministry of Public Health.
Quality Assurance and Patient Safety:
- Promote a culture of patient safety and continuous quality improvement within the Neurosurgery Department.
- Ensure full compliance with health regulations, safety standards, and accreditation requirements across all departmental activities.
- Ensure adherence to clinical quality standards and patient safety protocols in accordance with Ministry of Public Health guidelines.
- Lead Continuous Quality Improvement (CQI) programs and monitor departmental performance based on predefined indicators and standards.
- Collaborate with hospital administration and quality improvement committees to appropriately address issues related to patient safety, clinical care, and hospital-acquired infections (HAIs).
- Conduct regular reviews, audits, or inspections of surgical outcomes and implement corrective actions as necessary.
- Lead Morbidity and Mortality (M&M) review meetings to ensure continuous improvement in departmental performance.
- Maintain accreditation standards and ensure full preparedness for external evaluations and official inspections.
Collaboration and Communication:
- Maintain close collaboration with other department heads, unit managers, senior leadership, and support departments to ensure uninterrupted, integrated, and coordinated patient care across all hospital services.
- Actively participate in hospital-wide committees and provide expert input in strategic planning processes, operational objectives, and the development of key hospital policies.
- Promote a collaborative, supportive, and team-oriented working environment among faculty members, staff, and trainees within the department.
- Ensure effective, transparent, and two-way communication at all departmental levels to foster a culture of trust, accountability, and transparency.
Patient and Family Relations:
- Promote patient-centered care by providing clear and comprehensive information to patients and their families and actively involving them in treatment-related decision-making.
- Address patient and family complaints, concerns, and issues related to neurosurgical services promptly and effectively.
- Strive to enhance the hospital’s reputation as a provider of high-quality, compassionate, and patient-centered healthcare services within the community.

Employment Requirements / Qualifications:
1. Citizenship: Must be a citizen of Afghanistan.
2. Age: Must be between 35 and 60 years of age.
3. Educational Qualifications:
- Doctor of Medicine (MD) or equivalent degree from a recognized national or international university, with a specialization in Neurosurgery duly approved by the Ministry of Higher Education.
- Fellowship training or advanced subspecialty training in neurosurgical fields is considered an advantage.
4. Work Experience:
- A minimum of 5–7 years of clinical experience in Neurosurgery, including at least 3–5 years in senior leadership roles at tertiary-level hospitals.
- Proven expertise across all major neurosurgical operations and procedures, including brain tumors, spinal surgery, cerebrovascular surgery, and neurotrauma.
- Extensive teaching experience involving medical students, neurosurgery residents, and fellows, with demonstrated success in academic or scientific leadership roles.
- Research experience, including participation in clinical studies and scientific publications, is considered a significant advantage.
5. License to Practice:
- Possession of a valid medical practice license issued by the Medical Council.
6. Required Skills and Competencies:
- Proficiency in one of the national official languages (Pashto or Dari).
- Computer literacy and skills relevant to the assigned duties.
- Comprehensive knowledge of neurosurgical practice, medical ethics, clinical research, and academic medicine.
- Ability to effectively manage emergency situations and availability for on-call or standby duties as required.
- In-depth knowledge of neurosurgical disease pathology, surgical techniques, and evolving medical technologies.
- Strong leadership and management skills, with the ability to lead diverse and multidisciplinary teams.
- Ability to train, mentor, and supervise residents within the Postgraduate Medical Education (PGME) program.
- Excellent interpersonal communication and mentorship skills.
- Proficiency in the English language (reading, writing, and speaking).
- Capability in strategic planning and effective achievement of predefined departmental objectives.
- Experience and expertise in patient safety, quality improvement, and clinical audit or inspection processes.
