Purpose of the Position:

The Chief of the Oncology Surgery Department provides strategic leadership and operational oversight of all oncology surgical services at the hospital. This responsibility includes managing clinical, educational, research, and administrative activities of the department to ensure the highest standards of patient care, medical education, and scientific research are achieved. The Chief will closely coordinate with other department heads, management teams, and healthcare staff to ensure department activities align with the hospital’s overall mission, vision, and objectives.


  1. Duties and Responsibilities:

    Core Duties:

     Clinical Leadership:

  1. Oversee the delivery of high-quality oncology surgical services, ensuring effective management of all aspects of patient care, diagnosis, surgery, and post-operative care across inpatient, outpatient, and intensive care units.
  2. Perform complex and high-risk oncology surgeries, maintaining full accuracy and adherence to best practices in cancer surgical management.
  3. Ensure continuity of active clinical services, especially for complex cases involving multiple types or advanced stages of cancer.
  4. Integrate the latest surgical innovations, including minimally invasive surgery (MIS), into clinical practice when applicable.
  5. Supervise management of emergency oncology surgical cases and critical care interventions.
  6. Establish, implement, and maintain evidence-based protocols and guidelines for oncology surgery.
  7. Evaluate the performance of surgeons and the surgical team in coordination with hospital personnel management.
  8. Manage complex and challenging oncology cases and provide consultation to other hospital departments.
  9. Ensure multidisciplinary teams deliver coordinated and comprehensive care to patients.
  10. Keep staff updated on the latest advancements in oncology surgery and incorporate modern techniques and technologies to improve patient outcomes.
  11. Supervise and collaborate with fellows, residents, nurses, and other healthcare staff to ensure high-quality care.
  12. Ensure smooth patient flow, timely interventions, and compliance with hospital protocols and quality standards.
  13. Regularly review department performance metrics, such as patient outcomes and procedural success rates, and implement corrective measures if necessary.
  14. Participate in on-call duty as Chief of Call and, if required, as second-call according to the duty roster prepared by the department and hospital administration.
  15. Ensure timely execution of professional and medical consultations.

    Education and Training (Capacity Building):

  1. Lead the development and delivery of training programs for medical students, residents, fellows, and surgical staff, focusing on oncology surgical techniques, cancer biology, and multidisciplinary cancer care.
  2. Ensure the team stays current with clinical advances in oncology surgery through Continuing Medical Education (CME) programs.
  3. Provide guidance and mentorship to residents and fellows for their professional growth in oncology surgery, research, and patient care.
  4. Facilitate clinical training, mentorship, and guidance to promote a culture of learning and professional development.
  5. Organize and deliver workshops, lectures, and specialized training sessions for oncology surgical staff and other hospital personnel.
  6. Encourage collaboration and research in oncology surgery and related fields.
  7. Actively participate in clinical rounds, case discussions, and specialized medical seminars.
  8. Ensure department training programs align with the hospital’s academic and educational objectives.

    Research and Scientific Advancement:

  1. Plan, support, and implement clinical and experimental research projects based on the hospital and Ministry of Public Health’s clinical needs and research priorities.
  2. Encourage faculty, residents, and fellows to conduct research related to cancer treatment, surgical outcomes, novel surgical techniques, and patient care.
  3. Secure funding for research projects and ensure compliance with ethical standards throughout research implementation.
  4. Promote publication of scientific findings and facilitate collaboration with national and international institutions.
  5. Continuously monitor, analyze, and evaluate the quality, outcomes, and achievements of scientific and research activities, providing recommendations for improvement.

   Administrative Leadership:

  1. Manage all professional and administrative functions, including recruitment, staff assessment, and performance evaluation for all medical personnel in the department.
  2. Provide leadership, mentorship, and professional development opportunities for all oncology surgical staff, including faculty, residents, and fellows.
  3. Develop and implement monthly, quarterly, annual, and strategic department plans aligned with hospital operational plans and Ministry of Public Health strategies to improve clinical outcomes and patient satisfaction.
  4. Manage departmental budgets and resources to ensure proper allocation and cost efficiency.
  5. Ensure department operations comply with healthcare regulations, accreditation standards, and hospital quality indicators.
  6. Evaluate departmental performance and implement corrective measures to achieve quality, safety, and patient satisfaction standards.
  7. Prepare and manage a 24-hour duty roster for department staff, including trainers, specialists, residents, and fellows.
  8. Include holidays and public leave days according to approved work shifts.
  9. Actively participate in morning reports to ensure the 24-hour service delivery in the department.
  10. Ensure all staff are present and performing assigned duties per duty roster.
  11. Collaborate with hospital management for personnel deployment and workflow management.
  12. Ensure implementation of clinical and professional guidelines, protocols, and procedures to enhance oncology surgical services.
  13. Be prepared to respond to hospital emergencies for better management of urgent oncology surgical care.
  14. Participate in hospital-wide clinical oversight rounds, DTC committees, mortality review committees, quality improvement committees, HMIS committees, and other invited sessions.
  15. Monitor, evaluate, and enforce disciplinary measures among department staff.
  16. Submit monthly, quarterly, annual, and ad-hoc reports on department activities and achievements to the Chief Medical Officer.
  17. Perform other duties as assigned by the hospital administration in accordance with laws, regulations, and hospital objectives.

   Quality Assurance and Patient Safety:

  1. Promote a culture of patient safety and quality improvement within the department.
  2. Ensure compliance with health regulations, safety standards, and accreditation requirements in all department activities.
  3. Maintain clinical quality standards and patient safety protocols per Ministry of Public Health guidelines.
  4. Lead continuous quality improvement (CQI) initiatives and monitor departmental performance against predefined metrics.
  5. Collaborate with hospital administration and quality improvement committees to address patient safety, clinical care, and hospital-acquired infections (HAI).
  6. Conduct regular audits and inspections of surgical outcomes and implement corrective actions as needed.
  7. Lead morbidity and mortality review sessions to continuously enhance departmental performance.
  8. Maintain accreditation standards and readiness for external evaluations and formal inspections.

   Collaboration and Communication:

  1. Work closely with other department chiefs, section heads, senior leadership, and support services to ensure uninterrupted, integrated, and coordinated patient care across the hospital.
  2. Actively participate in hospital committees and provide professional input in strategic planning, operational goals, and policy development.
  3. Promote a collaborative, supportive, and team-oriented work environment among faculty, staff, and residents.
  4. Ensure open and effective communication across all department levels, fostering a culture of transparency and trust.
  5. Represent the Oncology Surgery Department in multidisciplinary tumor boards, clinical rounds, and hospital committees focusing on cancer care.
  6. Coordinate and collaborate with external healthcare providers, educational institutions, and industry partners to expand the department’s reach, knowledge, and impact in oncology.
  7. Engage with community organizations, patient support groups, and public health initiatives to raise awareness on prevention, early detection, and treatment options for cancers.

   Patient and Family Relations:

  1. Promote patient-centered care by providing clear, comprehensive information to patients and their families, and involve them actively in treatment decisions.
  2. Respond promptly and effectively to patient and family complaints or concerns regarding oncology surgical care.
  3. Uphold the hospital’s reputation as a provider of high-quality, compassionate, and reliable healthcare services.

  Employment Requirements/ Qualifications:

  1. Must hold Afghan citizenship.
  2. Age between 35 and 60 years.
  3. Education:
    • Doctor of Medicine (MD) or equivalent from a recognized national or international university with a specialty in General Surgery certified by the Ministry of Higher Education.
    • Fellowship or specialized training/experience in Oncology Surgery (minimally invasive surgery preferred).
  4. Work Experience:
    • Minimum 5–7 years of clinical experience in General Surgery and 3–5 years as an Oncology Surgeon with focus on complex cases, including supervisory or leadership roles.
    • Proven expertise in all general surgical procedures and laparoscopy, extensive teaching experience with medical students, residents, and fellows, with distinguished achievements in academic leadership.
    • Demonstrated expertise in neurosurgical oncology procedures, including brain tumors, spinal surgery, cranial vessel surgeries, and trauma management.
    • Experience in clinical research, including participation in clinical trials and scientific publications, is a significant advantage.
  5. License:
    • Valid medical practice license from the Medical Council of Afghanistan.
  6.  Skills and Competencies:
  • Proficiency in one of the national languages (Pashto or Dari).
  • Computer literacy relevant to professional duties.
  • Advanced clinical expertise in cancer surgery, including minimally invasive oncology surgery, with proven patient outcomes.
  • Comprehensive knowledge of neurosurgery, medical ethics, clinical research, and academic medicine.
  • Ability to manage emergencies effectively and availability for on-call duties.
  • Strong leadership and management skills, capable of leading diverse multidisciplinary teams.
  • Teaching, guidance, and supervision skills for PGME residents and fellows.
  • Excellent communication and mentorship skills.
  • Proficiency in English (reading, writing, speaking).
  • Strategic planning abilities to achieve departmental goals effectively.
  • Expertise in patient safety, quality improvement, and clinical auditing processes.
  • Commitment to innovation, academic excellence, and patient-centered care.
  • Ability to remain calm and make rational decisions in critical situations.
  • Professional integrity and ethical behavior in interactions with patients, families, and staff.
  • Accountability, responsibility, and effectiveness in multidisciplinary teamwork.
