Job Objective:
The Head of the Cardiology Department will be responsible for providing strategic leadership and operational oversight of cardiology services at the hospital. This role includes the management of the department’s clinical, educational, research, and administrative activities to ensure the implementation of the highest standards of patient care, medical education, and scientific research.
The Head of the Cardiology Department will work in close collaboration with heads of other departments and units, senior management, and healthcare staff to ensure that departmental activities are aligned with the hospital’s overall mission, vision, and objectives.

Key Duties and Responsibilities:
Core Duties:
Clinical Leadership:
- Provide leadership, supervision, and delivery of advanced diagnostic and therapeutic cardiology services, including invasive, non-invasive, and interventional cardiology for outpatients, inpatients, and critically ill patients.
- Manage complex and challenging cardiology cases and provide consultations to other hospital departments.
- Develop, implement, and maintain evidence-based protocols, guidelines, and best practices in cardiology.
- Ensure effective and timely management of Cardiac Catheterization Laboratory (Cath Lab) services, including angiography, angioplasty, and electrophysiological studies.
- Supervise and collaborate with cardiology fellows, trainees, nurses, and other allied healthcare professionals to ensure high-quality, evidence-based patient care.
- Ensure efficient patient flow, timely interventions, and adherence to hospital protocols and quality standards.
- Regularly review departmental performance indicators, such as patient outcomes and procedural success rates, and implement corrective measures when required.
- Perform duties as on-call consultant and, when required, second on-call, in accordance with the approved departmental and hospital duty roster.
- Ensure the timely provision of medical and professional consultations.
Education and Training (Capacity Building):
- Lead and supervise the training of fellows, trainees, and medical students in cardiology to ensure high-quality clinical and academic education.
- Ensure the team remains updated with the latest advances in clinical care through Continuing Medical Education (CME) programs.
- Facilitate clinical teaching and mentorship to strengthen a culture of learning and professional development.
- Design, implement, and oversee training programs, workshops, lectures, and scientific conferences to enhance the capacity of cardiology staff and hospital personnel.
- Organize and participate in ward rounds, patient visits, case discussions, and the delivery of seminars.
- Ensure that departmental training programs are aligned with the hospital’s academic and educational objectives.
Research and Academic Excellence:
- Design, identify, support, and implement scientific topics and clinical and experimental research based on clinical needs and the research priorities of the hospital and the Ministry of Public Health.
- Secure appropriate funding for research projects and promote publication in reputable journals.
- Encourage department members to publish scientific findings and research outcomes in national, regional, and international journals and platforms, and establish collaborations with academic institutions, hospitals, universities, and research centers domestically and internationally.
- Conduct weekly scientific meetings and organize conferences and educational seminars on research methodologies to enhance scientific knowledge and research skills.
- Continuously monitor, analyze, and evaluate the quality, outcomes, and achievements of scientific activities and research projects, and propose improvements as needed.
Leadership and Administrative Responsibilities:
- Be responsible for managing all professional and administrative functions of the department, including oversight of recruitment, hiring, and performance evaluation of all medical staff.
- Provide leadership, mentorship, and professional growth opportunities for all departmental staff, including faculty members, trainees, and fellows.
- Develop and implement monthly, quarterly, annual, and strategic work plans in alignment with the hospital’s operational plan and the Ministry of Public Health’s strategic plan to improve departmental performance, clinical outcomes, and patient satisfaction.
- Manage the departmental budget and resources to ensure appropriate allocation and cost-effective utilization.
- Collaborate with hospital leadership to ensure departmental compliance with regulations, accreditation standards, and quality indicators.
- Prepare and organize 24-hour duty rosters for departmental professional staff, including specialist trainers, trainee doctors, and fellows, covering leave days and public holidays in accordance with approved shift schedules.
- Manage and actively participate in morning reports to ensure review of services provided during the previous 24 hours.
- Ensure the presence and punctual attendance of all departmental staff, including on-call personnel.
- Collaborate with the hospital management team in the implementation of decisions, staff deployment, and duty rotations.
- Be responsible for implementing scientific and professional guidelines, standards, procedures, and diagnostic and treatment protocols to enhance the quality of cardiology services.
- Be prepared to participate in and respond to hospital emergency situations to ensure effective management of cardiology-related emergency services.
- Participate in hospital round visits (general clinical supervision), meetings of the Drug and Therapeutics Committee (DTC), Mortality Review Committee, Quality Improvement Committee, HMIS Committee, and other meetings convened by hospital management.
- Supervise and enforce disciplinary actions for department members when necessary.
- Submit monthly, quarterly, annual, and ad-hoc reports on departmental activities and achievements to the Hospital Medical Director.
- Perform any other duties assigned by hospital leadership in accordance with hospital and Ministry regulations and objectives.
Quality Assurance and Patient Safety:
- Promote a culture of patient safety and quality improvement within the department.
- Ensure cardiology services comply with all health regulations, safety standards, and accreditation requirements.
- Ensure adherence to clinical quality standards and patient safety protocols.
- Lead Continuous Quality Improvement (CQI) initiatives and monitor departmental performance against established benchmarks.
- Collaborate with hospital management and quality committees to address patient safety issues, clinical care concerns, and hospital-acquired infections (HAIs).
Coordination and Communication:
- Maintain close collaboration with other department heads, unit officers, senior leadership, and support departments to ensure continuous, integrated, and coordinated patient care across the hospital.
- Participate in general committees and contribute effectively to strategic planning, operational goals, and hospital policy development.
- Foster a collaborative, supportive, and team-based working environment among faculty, staff, and trainees.
- Ensure open and effective communication at all levels of the department to promote transparency, trust, and mutual respect.
Patient and Family Relations:
- Promote patient-centered care and ensure that patients and their families are well informed about their conditions and actively involved in care-related decision-making.
- Address and resolve concerns raised by patients and their families regarding cardiology services.
- Contribute to enhancing the hospital’s reputation within the community for providing high-quality and compassionate care.

Employment Requirements/ Qualifications:
- Must be a citizen of Afghanistan.
- Must be not younger than 35 years and not older than 60 years.
- Educational Qualifications:
- Medical Doctor (MD) degree or equivalent from a recognized and accredited national or international university, with a specialization in Cardiology approved by the Ministry of Higher Education.
- Fellowship certificate or advanced training in Interventional Cardiology or related subspecialties (preferred).
- Work Experience:
- A minimum of 5–7 years of post-specialization experience in cardiology, including 3–5 years in leadership and academic roles in specialized hospitals.
- Proven and hands-on experience in invasive and non-invasive cardiology procedures.
- Experience in teaching and mentoring medical students, trainees, or fellows.
- Professional License:
- Possession of a valid medical practice license issued by the Medical Council.
- Required Skills and Competencies:
- Proficiency in at least one of the national official languages (Pashto or Dari).
- Computer literacy in job-related applications and software.
- Advanced clinical and technical skills in cardiology.
- Ability to teach, guide, and supervise trainees in postgraduate specialization programs.
- Strong leadership, decision-making, organizational, and departmental management skills.
- Excellent teaching, mentoring, and communication skills.
- Ability to communicate effectively in English (written, spoken, and reading).
- Capacity to participate in long-term strategic planning and effective implementation of departmental objectives.
- Proficiency in managing cardiology-related technologies and software systems.
