MoPH Deputy Minister Chairs High-Level Meeting on Procurement and Implementation of the New Contract Law

KABUL – A high-level meeting, chaired by Qari Abdul Wali Siddiqi, Deputy Minister for Finance and Administrative Affairs at the Ministry of Public Health, was convened with the participation of officials from the Procurement Directorate alongside representatives of private companies.
The meeting, which was attended by the Deputy Minister, procurement officials, and representatives of bidding companies, served as a platform for deliberations concerning the re-initiation and allocation of projects, pursuant to the newly enacted Contract Law. The discussions were aimed at aligning all stakeholders with the updated legal directives governing procurement.
During his address, Qari Abdul Wali Siddiqi laid particular emphasis on the imperatives of effective project oversight and institutional transparency, affirming that all projects would henceforth be awarded through a competitive and transparent bidding process, thereby eliminating opportunities for fraud or administrative malpractice.
He further called upon all participants to observe the principles of transparency, quality assurance, adherence to standards, and procedural fairness throughout both the procurement and execution phases of the respective projects.
Additionally, Ustad Zubair Ghalib, Director of the Procurement Directorate, accompanied by several senior officials, elaborated on the revised procedural framework under the new Contract Law, offering assurances to all prospective bidders regarding the Ministry’s commitment to full transparency and legal compliance.
It is noteworthy that procurement processes for both goods and construction projects across 318 hospitals affiliated with the Ministry of Public Health have officially resumed, with 11 of these projects scheduled for public announcement today.
