Background:

WHO estimates, nearly 20,000 Afghans suffer from various types of cancers each year while more than 15,000 die every year. The most common types of cancers are that of breast, stomach, oesophagus, lip/oral, cervix, and lung.

To address the increasing cancer incidence and deaths, the Ministry of Public Health established the National Cancer Control Program (NCCP). NCCP is addressing the problem through cancer prevention, early detection, treatment, palliative care, and research and surveillance. One of the major achievements of NCCP is the establishment first Cancer Department providing high quality healthcare services to Afghans.

The inpatient unit (IPD) the newly established 45-bed cancer department is currently located on the 9th floor of Jumhuriat hospital while the 10-bed outpatient unit (OPD)  is located on 2nd floor of Jumhuriat Hospital. The Cancer Department has a surgical and a medical oncology unit. The plan is to establish pharmacy, ultrasound, endoscopy and mammography units this year.

Between 70 and 100 patients visit the outpatient department each day. The patients include those who are already diagnosed with cancer in in other centres and are mainly under chemotherapeutic treatment. In addition, some patients visit the department with advanced stage of their disease which require palliative care.

Job Summary:

The ideal candidate will be knowledgeable in all laboratory and clinical procedures and have an extensive background in pathology. The position will require testing and analyzing samples to diagnose and treat diseases. Candidate must have experience using clinical equipment to conduct tests, with the ability to research the results. The job also entails supervising and managing lab assistants and technicians. The job also includes providing education and training to PGME students of Pathology, plus all attendant educational activities, which may include lecturing and small group active learning in laboratory facilities.

Responsibilities:

  • Principal Duties and Tasks
  • Examine tissue under microscope to detect characteristics of cell structure indicative of disease and writes diagnostic reports.
  • Devise and direct use of special stains and methods for isolating, identifying, and studying function, morphology, and pathology of obscure or difficult-to-identify cells and tissues.
  • May conduct autopsies to select tissue specimens for study.
  • Train and oversee laboratory personnel in preparing tissue sections or prepares tissue sections from surgical and diagnostic cases and autopsies.
  • Take part in research to develop techniques for diagnosing and identifying pathological conditions.
  • Contribute to the selection of equipment and selection of technical methods.
  • Make effective and efficient use of facilities to which he/she has access.

  • Have responsibility for continuing care of patients in his/her charge and undertake associated administrative duties.
  • Support and contribute postgraduate teaching and participate as a recognised clinical teacher in teaching Laboratory Science on site to undergraduate medical students.
  • Participate in current and any relevant future Quality Assessment Schemes and Proficiency Schemes.
  • Supervise all the technical staff in the clinical laboratory for the sections of Microbiology, Biochemistry, Haematology, Blood Bank, Serology, Histopathology and Molecular Pathology.
  • Implement quality assurance system (internal quality control and external quality assessment).
  • Verify all results for the tests performed in the clinical laboratory.
  • Ensure timely reporting of all test results performed at the clinical laboratory.
  • Implement safety regulations within the premises of the clinical laboratory.
  • Ensure availability of quality control reagents/standards and its regular utilization.
  • Advise on methods of collection of specimens for specialized laboratory tests.
  • Advise on choice of different culture media for growth and identification of various pathogens.
  • Report interpretation and handling of patient/physician complaints.
  • Train all technicians, technologists and residents to perform tests in all sections of the clinical laboratory. Conduct training sessions on regular basis for the laboratory staff.
  • Participate in learning sessions/CME activities.
  • Visit to general practices, hospitals and companies for feedbacks and short academic presentations.
  • Remain updated and follow infection control procedures within the laboratory & institution. Monitor infection control protocols and create awareness for the clinical areas of the hospital.
  • Liaise with referring physicians and coordination with marketing team.
  • Liaise with other laboratories in region to achieve service benefits.
  • Monitor plans in collaboration with biomedical engineer regarding preventive maintenance of equipment and backup plans where ever possible in case of equipment breakdown.
  • Keep records, prepare and update written reports and procedure manuals.
  • Provide highly technical/ complex information clearly to physicians, medical personnel & the public.
  • Review and follow current literature to maintain state-of-the-art methodology and technologies in the field of clinical pathology.
  • Ensure the smooth functioning of all the equipment & availability of materials used in the laboratory.

  • Faculty Responsibilities (for PGME Program Pathology, Pathology Residents & Trainee Technologists)
  • Supervise the Program in accordance with the valid agreement.
  • Oversee the development and provision of educational programs that address the teaching and practical training of the students / residents.
  • Manage and supervise the administrative and operational activities of the Program.
  • Monitor all academic and didactic activities of participating residents.
  • Evaluate accomplishments of residents on a regular basis using multiple assessment methods such as class tests and assignments.
  • Prepare a monthly and an annual report on the activities of the Program.
  • Keep records regarding all activities related to the Program and ensure the confidentiality of records and information regarding resident's examinations.
  • Prepare and deliver lectures to the residents in the subject of Pathology.
  • Conduct and supervise practical training in the subject of Pathology.
  • Make purposeful and appropriate lesson plans that provide effective teaching strategies for the residents.
  • Encourage student enthusiasm for the learning process and the development of good study habits.
  • Evaluate the residents within his/her teaching assignment and provide progress reports as required.
  • Demonstrate a strong grasp of subject matter by using effective oral & written expression and by keeping current in subject matter knowledge and learning theory.
  • Assist on the ongoing curriculum revision process, including the revision of written courses of study.
  • Continue professional growth through attendance at workshops, seminars and conferences.
  • Cooperate with the administration and Program Director/other program directors in planning appropriate in-service training programs.
  • Confer with students on course materials; directing dissertations, theses; directing individual and group studies and practice; reviewing written examinations and papers; supervising independent study projects.
  • Take active part in student recruitment, retention, and placement efforts.
  • Take active part in clinico-pathological meetings.

Qualifications:

  • Should be a medical doctor (MD/MBBS)
  • Postgraduate studies in pathology such as FCPS, M. Phil, PhD, MD,  MRCPath (UK)
  • At least two years of work experience after attaining those qualifications

Skills, knowledge and competencies:

  • Has sound knowledge of clinical procedures and established & emerging infectious diseases commonly encountered in clinical practice.
  • Has knowledge and confidence in interpretation of laboratory reports.
  • Is able to communicate effectively with all staff & hospital management.
  • Is able to develop laboratory bench protocol for the technical staff.
  • Is able to correlate the laboratory test findings with the clinical picture of the patients.
  • Is able to advice on the antimicrobial therapy of the patients.
  • Is aware of overall quality control protocols essential for standard work in the clinical laboratory.
  • Is able to monitor smooth functioning of the clinical laboratory and able to handle administrative issues of the working staff.
  • Is able to impart basic educational sessions on lab safety and clinical lab functioning to laboratory staff.
  • Is able to develop infection control protocols and create awareness for the clinical areas of the hospital.
  • Has an excellent communication skills/knowledge of written/spoken English and excellent clinical laboratory skills to provide technical & administrative support for the smooth functioning of laboratory.
  • Is able to develop research & other scholarly activities expected to commensurate with the appointment.
