: Purpose of the Position 

   The Head of the General Internal Medicine Department is responsible for providing strategic leadership and operational oversight of General Internal Medicine services within the hospital. This responsibility includes the management, coordination, and supervision of clinical, educational, research, and administrative activities of the respective department to ensure the implementation of the highest standards of patient care, medical education, and scientific research.

The Head of the General Internal Medicine Department will work in close collaboration with Heads of other Departments, Section and Unit In-Charges, Senior Hospital Management, and healthcare staff to ensure that departmental activities are fully aligned with the hospital’s mission, vision, and overall strategic objectives.

 Duties and Responsibilities:

   Core Duties:

    Clinical Leadership:

  1. Lead, supervise, and provide advanced, high-quality diagnostic and therapeutic services to patients in endocrinology and rheumatology across inpatient, ward-based, and emergency/critical care settings, ensuring compliance with clinical guidelines and standards.
  2. Manage complex and challenging internal medicine cases and provide consultation with other hospital departments.
  3. Develop, implement, and maintain protocols, guidelines, and evidence-based best practices in internal medicine.
  4. Supervise and collaborate with fellows, trainees, nurses, and other professional staff in the Internal Medicine Department to ensure delivery of high-quality care.
  5. Ensure efficient patient flow, timely interventions, and adherence to hospital protocols and quality standards.
  6. Review departmental performance metrics, including patient outcomes, and introduce corrective actions in service delivery when necessary.
  7. Perform on-call duties as attending physician and, if required, as second-call according to the duty roster prepared by the department and hospital administration.
  8. Ensure timely execution of medical and professional consultations.
  9. Coordinate effectively with other departments such as Surgery, Nursing, and Diagnostic Services to facilitate patient care.

   Education and Training (Capacity Building):

  1. Lead and manage educational programs for fellows, trainees, and medical students within the department.
  2. Ensure that the team stays updated on the latest advances in clinical care through Continuous Medical Education (CME) programs.
  3. Provide clinical guidance, mentoring, and professional development support to promote a culture of learning and capacity building.
  4. Design, implement, and supervise training programs, workshops, lectures, and scientific conferences to enhance the skills and knowledge of department staff and other hospital personnel.
  5. Participate in patient rounds, case discussions, and seminars to facilitate hands-on learning and critical thinking.
  6. Ensure that departmental educational programs align with the hospital’s academic and educational objectives.

    Research and Academic Excellence:

  1. Design, define, support, and implement scientific and clinical research projects based on clinical needs and the research priorities of the hospital and the Ministry of Public Health within the respective department.
  2. Secure necessary resources and funding for research projects and ensure compliance with ethical standards throughout all stages of research.
  3. Encourage department members to publish articles and reports on findings and results of clinical and experimental research in nationally, regionally, and internationally recognized journals and platforms, and foster collaborations with scientific institutions, hospitals, universities, and research centers both nationally and internationally.
  4. Organize weekly scientific sessions, deliver conferences, and conduct educational seminars on research methodologies to promote and enhance the scientific and research knowledge and skills of department staff.
  5. Continuously monitor, analyze, and evaluate the quality of activities, outcomes, and scientific achievements, as well as research projects, and provide recommendations for improving these processes within the respective department.

    Leadership and Administrative Responsibilities:

  1. Responsible for managing all professional and administrative operations, including supervision of recruitment, hiring, and performance evaluation of all medical staff within the department.
  2. Provide leadership, mentorship, and professional development opportunities for all department staff, including faculty, trainees, and fellows.
  3. Develop and implement monthly, quarterly, annual, and strategic work plans for the department in alignment with the hospital’s overall operational plan and the Ministry of Public Health’s strategic plan to improve departmental operations, clinical outcomes, and patient satisfaction.
  4. Manage the department’s budget and resources to ensure necessary allocation and cost efficiency.
  5. Collaborate with hospital leadership to ensure departmental activities comply with regulations, accreditation standards, and quality indicators.
  6. Prepare and organize a 24-hour duty roster for professional staff, including specialists, trainees, and fellows, accounting for holidays and leave according to planned shifts.
  7. Manage and actively participate in morning reports to ensure the delivery of services over the past 24 hours in the respective department.
  8. Ensure the presence of all department personnel, including adherence to assigned duties and shifts.
  9. Collaborate with the hospital management team regarding decision implementation, personnel allocation, and task rotation.
  10. Ensure implementation of guidelines, standards, clinical procedures, and therapeutic protocols to enhance service quality within the department.
  11. Maintain readiness and participate in hospital emergencies to ensure timely and effective delivery of urgent care related to the department.
  12. Participate in hospital-wide clinical oversight rounds (Round Visit Hospital), DTC committees, mortality review committees, quality improvement committees, HMIS committees, and other sessions as required by hospital management.
  13. Supervise and implement disciplinary actions within the department when necessary.
  14. Provide monthly, quarterly, annual, and ad hoc reports on departmental activities and achievements to the Chief Medical Officer.
  15. Perform other duties assigned by the hospital leadership in accordance with laws, regulations, hospital objectives, and Ministry directives.

   Quality Assurance and Patient Safety:

  1. Promote a culture of patient safety and continuous quality improvement within the department.
  2. Ensure that departmental services comply with all health regulations, patient safety standards, and accreditation requirements.
  3. Ensure adherence to clinical quality standards and patient safety protocols within the department.
  4. Lead continuous quality improvement (CQI) initiatives and monitor departmental performance against established indicators.
  5. Collaborate with hospital management and quality improvement committees to address issues related to patient safety, clinical care, and hospital-acquired infections (HAI).

   Collaboration and Communication:

  1. Maintain close collaboration with other department heads, branch managers, senior leadership, and support units to ensure uninterrupted, integrated, and coordinated patient care and service development across the hospital.
  2. Actively participate in hospital committees and provide expert input on strategic planning, operational goals, and policy development.
  3. Foster a cooperative, supportive, and team-oriented work environment among faculty, staff, and trainees.
  4. Ensure effective, transparent, and open communication at all departmental levels to promote a culture of transparency, trust, and mutual respect.

   Patient and Family Relations:

  1. Promote patient-centered care and ensure that patients and their families are well-informed about their condition and actively involved in care decisions.
  2. Address and resolve patient and family concerns or complaints regarding care provided by the department.

1.  Citizenship: Must be a citizen of Afghanistan.

2.  Age: Must be between 35 and 60 years of age.

3.   Educational Qualifications:

  • Doctor of Medicine (MD) or an equivalent degree from a recognized and accredited national or international university, with a specialty certificate in Internal Medicine approved by the Ministry of Higher Education.
  • Fellowship training in Endocrinology or Rheumatology is preferred.

4.  Work Experience:

  • A minimum of 5–7 years of clinical experience after specialization in Internal Medicine, including 3–5 years in senior medical leadership roles within a tertiary care hospital.
  • Proven experience in managing multidisciplinary teams of professional medical staff.
  • Experience in teaching, mentorship, and supervision of medical students, residents, or fellows.

5.  Licensing:

  • Possession of a valid medical practice license from the Medical Council.

6.   Required Skills and Competencies:

  • Proficiency in one of the national languages (Pashto or Dari).
  • Computer literacy and proficiency in software relevant to the role.
  • Extensive and advanced clinical knowledge in Internal Medicine, medical ethics, clinical research, and evidence-based practice.
  • Strong leadership and management skills with the ability to lead a diverse, multidisciplinary team.
  • Ability to teach, guide, and supervise residents in the Postgraduate Medical Education (PGME) program.
  • Excellent skills in teaching, communication, and mentorship.
  • Effective communication skills in English (reading, writing, and speaking).
  • Ability to participate in strategic planning and effectively implement departmental objectives.
  • Competence in patient safety, quality improvement, and clinical audit processes.
  • Commitment to innovation, scientific excellence, and patient-centered care.
  • Integrity and professionalism in all interactions with patients, their families, and hospital staff.
  • Ability to accept responsibility for mistakes, demonstrate leadership, and work effectively within multidisciplinary teams.
  • Capacity to remain calm, composed, and make rational decisions under critical conditions.
