BACKGROUND:

MoPH’s Central Workshop Directorate is Afghanistan sole public entity for the amending, repairing and installing of public health vehicles, machinery and equipment in different public health entities, The Central Workshop Directorate is established in 1977 at 16000-meter square area. The Central Workshop Directorate was badly damaged in last four-decade war and then renovated in the transition period of Afghanistan government.

Basically there are three main departments in Central Workshop, Administrative, Vehicle Technical, and Biomedical Departments.

The Biomedical department is one of the important and tangible department in Central Workshop in 500-meter squire to amend, repair and install the public health machinery and equipment, and at the time this department have direct coordination with TB, HIV, Malaria and CPHL programs as well, but due to lack of financial support and lack of machinery, accessories and low capacity, they are not able to provide such contribution which is expected. So there are need to support the Central Workshop/Biomedical department to strength their capacity and improving their ability for more contribution with Aids, TB & Malaria (ATM) programs for installation and repairing of the ATM related equipment in future.

Support and functionalizing of the biomedical department is a high prioritized needs of the country for effective coordination with ATM programs for a significant role to repair and install the equipment and machineries inside the country.

SCOPE OF WORK:

With the support of Global Fund RSSH Grant, the Biomedical Technical Consultant is responsible for the maintenance, installation and supervise of those equipment’s and machineries available in designated areas at central and regional levels and S/HE will manage all components of project at Central and Regional level.

RESPONSIBILITIES:

  • Perform repairs and plan for preventative maintenance (PM) of important lab equipment.
  • Be able to change HEPA filter of  BSC II, and certify the BSCs  newly received to Afghanistan ATM programs as well the CPHL
  • Be able to install and repair types of Autoclaves, Incubators, -80 freezer, -20 freezer, GFL, Microlab 300, Medonic M32, Mandray.
  • Be able to repair fully automatic chemistry analyzers (Hitachi, Biobase).
  • Be able to install or repair ELISA reader (Thermo and Biotck).
  • Be able to install and maintain RT PCR machines (Qiagen, ABI 7500 , Quant Studio 3).
  • Be able to train Afghan professionals in proper use of equipment, develop SOPS or manuals in local language at central and provincial levels.
  • Inspect and test biomedical equipment, medical devices to ensure compliance with manufacturer’s specification and standards.
  • Perform installation and commissioning of new biomedical equipment/ medical devices.
  • Train the Central Public Health Lab (CPHL) and Regional Reference Labs (RRLs) team, and other biomedical technicians based on need.
  • Support the procurement team on specification of equipment and machineries.
  • Provide biomedical guidelines and on-the-job training for simple maintenance work.
  • Prepare training schedules and training implementation plans.
  • Prepare a recommended list of spares for essential medical equipment
  • Contribute to the planning and technical support activities of MOPH relevant units.
  • Represent MOPH in various technical committees related to Biomedical Engineering.
  • Perform any other relevant duties assigned by supervisor.

Qualifications:

  • Required qualifications and experience
  • Bachelor university degree in Biomedical engineering.
  • At least 5 years practical proved experience in the field of repairing laboratory and medical equipment with MOPH/ and other international organizations working for health.
  • Progessonal/core Competencies:
  • Good communication skill.
  • Good team work spirit.
  • Ability to work independently. 
  • Language skill: Fluency in Pashto and Dari, as well as having expert knowledge in English reading writing and speaking.
  • Able to travel to provinces.
  • Building and promoting partnerships across the organization and beyond.
  • Thorough knowledge of writing proposals for donor's assistance
  • Ability to communicate with large number of technicians and to provide technical advice as needed
  • Excellent knowledge of Microsoft Office applications
  • Ability to work in crises management.
