Background

The Afghanistan health system has made considerable progress and the health indicators have also significantly improved over the period of 2003-2017. The key enablers for the improvements have seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care and implementation of BPHS and EPHS. The BPHS and EPHS have been implemented through NGOs in 31 and the MoPH Strengthening Mechanism in remaining 3 provinces.

Scope of work

Health Promotion Advocacy Officer for Hygiene and Sanitation will be responsible for developing and implementing advocacy strategic plan, guidelines, SoPs and relevant studies as well as preparation for national/ regional and international WASH related events

The incumbent will report to health promotion director.

Objective

  • To manage advocacy affairs related to health promotion
  • To contribute in developing advocacy related policy documents

Responsibilities

  • Develop an advocacy strategic plan for health promotion programs and interventions with more focus on hygiene and sanitation
  • Contribute in developing guidelines/manuals/ SoPs in various health promotion areas, with more focus on hygiene and sanitation promotion
  • Collaborate with programmatic departments to promote an understanding of and support for health promotion policies and programs
  • Keeping MoPH officials or other relevant policy makers up to date on health promotion policies and programs
  • Under National Health Promotion Strategy, advocating for the importance of social determinants of health with more focus on hygiene and sanitation
  • Assist in organizing/ facilitating WASH events e.g. global handwashing day, AFCOSAN, SACOSAN, SWA
  • Contribute in the design of  researches/ surveys concerning knowledge, attitude and practice of health behaviours
  • Build and support a network of trained volunteers to advocate for health promotion policies and programs
  • Any other tasks and duties assigned to him/her by his/her supervisor.

Qualifications and experience:

  • Bachelor’s degree in medicine or public health, engineering, social sciences or a related field from a recognized university
  • Master degree in public health or engineering
  • At least 4 years of professional working experience, of which 2 year should be in the field of hygiene and/or sanitation
  • Excellent oral communication skills, including consensus building, and giving public presentations
  • Proficiency with Microsoft Office
  • Excellent writing skills in English is must, including drafting and editing policies, strategies and concept notes
  • Fluency in one of official national languages

Deliverables:

  • Required policy documents are developed
  • Health communication/ advocacy materials are developed
  • Digital archive of advocacy/ communications materials produced
  • Monthly/ quarterly activities report developed
