Job Purpose / Objective:

The Chief Nursing Officer provides leadership and strategic direction for all nursing services at Al-Shifa Hospital. The responsibilities of this position include overseeing nursing activities, ensuring the highest standards of patient care, managing nursing staff, and promoting professional development in alignment with the hospital’s mission and values.

As a senior member of the leadership team, the Chief Nursing Officer is responsible for maintaining a high level of patient safety, the quality of healthcare services, and compliance with hospital regulatory requirements. This role also includes ensuring the integration of nursing services with the hospital’s educational and research activities.

The Chief Nursing Officer works closely with heads of other departments, senior management, and nursing staff to ensure alignment of nursing services with the hospital’s overall mission, vision, and objectives.

Duties and Responsibilities:

Core Duties:

  Clinical Leadership:

  1. Leadership, supervision, and direct provision of nursing services for all patients in inpatient wards, outpatient departments, and critical care units.
  2. Ensuring the delivery of safe, high-quality nursing care in accordance with evidence-based practices.
  3. Leading and supporting nursing teams in clinical decision-making and providing guidance in complex and challenging patient care situations.
  4. Organizing and managing hospital nursing services, including inpatient care, sterilization processes, safe waste management, staff affairs, appropriate use of medical equipment, and its maintenance in accordance with guidelines and procedures.
  5. Organizing general cleaning of hospital facilities (patient rooms, corridors, toilets, windows, doors, medical and non-medical equipment) in accordance with guidelines.
  6. Monitoring standards of patient care, addressing potential problems, and ensuring adherence to best practices.
  7. Developing, implementing, maintaining, and sustaining procedures and guidelines, and applying best practices in nursing care.
  8. Supervising and collaborating with nurses, nursing trainees, and other health professionals to ensure the delivery of high-quality services.
  9. Ensuring proper patient flow, timely interventions, and compliance with hospital protocols and quality standards.

  Education and Training (Capacity Building):

  1. Lead and supervise the training of nurses, ensuring they receive high-quality, practical education in both clinical nursing and academic/scientific fields.
  2. Be responsible for organizing workshops, conferences, and training programs to enhance the capacity of hospital nursing personnel.
  3. Oversee the integration of educational and teaching programs for nursing students and trainees, as well as other healthcare staff, in collaboration with academic institutions.
  4. Ensure that the nursing team remains informed about the latest advances in nursing care through Continuing Nursing Education (CNE) programs.
  5. Ensure that nursing staff receive continuous training on new clinical methods, technologies, and regulatory requirements.
  6. Develop and deliver training programs, workshops, and lectures for nursing staff.
  7. Ensure that the nursing department’s training programs are aligned with the hospital’s academic and educational objectives.

 Research and Academic Excellence:

  1. Promote nursing research and the use of evidence-based practices to improve patient care outcomes.
  2. Foster a culture of research and innovation within the Chief Nursing Officerate.
  3. Encourage participation in clinical trials and research projects to promote and expand evidence-based practices in Nursing Department.

  Leadership and Administrative Duties:

  1. Provide inspiring leadership for the nursing department and ensure the delivery of effective nursing care across all clinical areas.
  2. Develop the hospital nursing operational plan, including quality improvement, capacity building, health education, and the maintenance and care of patient beds and medical equipment, and ensure its implementation.
  3. Actively participate in the development of strategic, operational, financial, and procurement plans, and ensure the implementation and achievement of relevant operational plans.
  4. Supervise the recruitment, appointment, and performance evaluation of all nursing staff in the respective departments.
  5. Provide leadership opportunities, mentoring, and professional growth for all nurses, including trainers and nursing trainees.
  6. Develop and implement strategic plans to improve nursing performance, clinical outcomes, and patient satisfaction.
  7. Collaborate with hospital leadership to ensure compliance with laws, accreditation standards, and quality indicators.
  8. Manage the hospital nursing morning reports in accordance with established guidelines.
  9. Actively contribute to the accurate, timely, and complete collection of health information system (HMIS) data, including medical errors, from various hospital departments in coordination with relevant officers.
  10. Actively participate in scheduled supportive joint supervision according to guidelines and checklists, identify gaps, and develop and implement corrective action plans.
  11. Prepare and organize 24-hour nursing duty rosters in collaboration with the hospital management team.
  12. Prepare and submit daily reports, including inpatient numbers and duty rosters, to the hospital’s General Administrative Directorate.
  13. Develop monthly, quarterly, and annual work plans in alignment with the overall institutional plan to achieve set objectives.
  14. Submit monthly, quarterly, annual, and ad hoc reports on activities and achievements to the hospital administration.
  15. Perform other duties assigned by the hospital leadership in accordance with applicable laws, regulations, and Ministry objectives.

  Quality Assurance and Patient Safety:

  1. Ensure compliance with national and international standards, accreditation requirements, and healthcare laws and regulations.
  2. Participate in nursing service quality improvement initiatives and actively contribute to patient safety programs.
  3. Lead reviews and surveys to assess the effectiveness and efficiency of nursing services and implement corrective actions when required.
  4. Promote a culture of patient safety and continuous quality improvement within the hospital nursing services.
  5. Ensure adherence to clinical quality standards, infection prevention measures, and patient safety protocols in accordance with established nursing guidelines.
  6. Lead continuous quality improvement (CQI) efforts and monitor nursing performance indicators against defined quality benchmarks.
  7. Collaborate with hospital administration and participate in committees including Quality Improvement, HMIS, DTC, Healthcare Waste Management, Patient Safety, Clinical Care, and Hospital-Acquired Infections (HAIs).
  8. Maintain ongoing compliance with accreditation standards and ensure readiness for external evaluations within the nursing services.

  Collaboration and Communication:

  1. Work closely with other department heads, senior leadership, and support services to ensure efficient and uninterrupted patient care and nursing services throughout the hospital.
  2. Participate in hospital-wide committees and provide input and active engagement in strategic planning, operational objectives, and policy development.
  3. Foster a collaborative, supportive, and team-based work environment among nursing staff, faculty, students, and other trainees.
  4. Ensure open and effective communication at all levels of the department, promoting a culture of transparency, trust, and mutual respect.

  Patient and Family Relations:

  1. Promote patient-centered care and ensure that patients and their families are informed and actively involved in care and treatment-related decision-making.
  2. Address and resolve issues and concerns raised by patients and their families regarding nursing care.
  3. Work to maintain and enhance the hospital’s reputation as a center for high-quality and compassionate care within the community.

 Employment Requirements / Qualifications:

  1. Must be a citizen of Afghanistan.
  2. Age must be between 35 and 60 years.
  3. Educational Qualifications:
  • Bachelor’s degree in Nursing from a recognized medical university accredited by the Ministry of Higher Education.
  • A Master’s degree in Nursing (MN) or a Doctor of Nursing Practice (DNP) is preferred.
  • Additional valid certifications in nursing leadership, such as CNE or equivalent, are preferred.
  1. Work Experience:
  • Minimum of 5–7 years of clinical nursing experience, with at least 3–5 years in a leadership/managerial role in a hospital.
  • Experience working in a tertiary or teaching hospital is preferred.
  • Proven experience in strategic planning, staff management, quality improvement, and regulatory compliance.
  • Experience in teaching, mentoring, or guiding students.
  1. Licensure / Certifications:
  • Possession of a valid nursing license from the relevant council.

  • Proficiency in one of the national official languages (Pashto or Dari).
  • Computer skills in programs relevant to the position.
  • Ability to communicate effectively in English (writing, speaking, and reading).
