Purpose of the Position 

   The Chief of Cardiovascular Surgery Department will be responsible for the strategic leadership and operational oversight of the hospital’s cardiovascular surgery services. This responsibility includes managing the clinical, educational, research, and administrative activities of the department to ensure the highest standards of patient care, medical education, and scientific research are upheld. The Chief of Cardiovascular Surgery is required to coordinate closely with other departmental chiefs, the hospital management team, and healthcare staff to align departmental goals with the overall mission and objectives of the hospital.

 Key Duties and Responsibilities:

   Core Duties:

     Clinical Leadership:

  1. Lead, supervise, and provide advanced diagnostic and therapeutic cardiovascular surgery services for patients in inpatient, ward, and critical care settings.
  2. Oversee and manage cardiovascular surgical services while maintaining the highest standards of patient safety and quality.
  3. Develop, implement, and maintain evidence-based protocols and guidelines in cardiovascular surgery.
  4. Evaluate the performance of surgeons and the surgical team in coordination with the hospital’s human resources management.
  5. Manage complex and challenging cardiovascular cases and provide consultations to other hospital departments.
  6. Supervise the quality of surgical services for patients with cardiovascular conditions, including coronary artery disease, valvular disorders, congenital heart defects, and aortic diseases.
  7. Perform advanced and complex cardiovascular surgeries, including coronary artery bypass grafting (CABG), heart valve repair/replacement, and aortic surgery, and provide specialist advice to other hospital departments.
  8. Oversee urgent cardiovascular surgery cases, trauma cases, and critical care interventions.
  9. Ensure that multidisciplinary teams collaborate effectively to deliver comprehensive patient care.
  10. Establish, implement, and maintain departmental protocols, guidelines, and best clinical practices in cardiovascular surgery.
  11. Supervise and work closely with fellows, trainees, nurses, and other healthcare staff to ensure high-quality patient care.
  12. Ensure effective patient flow, timely medical interventions, and adherence to all hospital protocols and quality standards.
  13. Regularly review department performance metrics, including patient outcomes and procedural success rates, and implement corrective measures as needed.
  14. Perform on-call duties and, when required, second-call responsibilities according to the departmental and hospital duty roster.
  15. Ensure timely execution of consultations and professional medical advice.

     Education and Training (Capacity Building):

  1. Lead and supervise cardiovascular and vascular surgery training programs for trainee doctors and fellows, ensuring the provision of high-quality practical and theoretical education in both clinical and academic settings.
  2. Ensure that the healthcare team’s knowledge remains up-to-date in modern cardiac care through Continuing Medical Education (CME) programs.
  3. Facilitate clinical training, guidance, and mentoring to create an educational environment and enhance professional capacity within the department.
  4. Develop and deliver educational programs, workshops, and specialized lectures for staff of the Cardiovascular Surgery Department and other hospital personnel.
  5. Organize and actively participate in clinical rounds, case discussions, and specialized medical seminars.
  6. Ensure that the department’s training programs align with the hospital’s academic and educational objectives.

 

  Research and Academic Excellence:

  1. Design, identify, support, and implement scientific topics and clinical and experimental research based on the clinical needs and research priorities of the hospital and the Ministry of Public Health within the    respective department.
  2. Secure financial resources for research projects and ensure compliance with national and international ethical standards at all stages of research implementation.
  3. Encourage department members to publish articles and topics on scientific findings and clinical and experimental research results in reputable national, regional, and international journals and platforms, and foster collaboration with academic institutions, hospitals, universities, and research centers both domestically and internationally.
  4. Conduct weekly scientific sessions, deliver conferences and educational seminars on research methods to promote and enhance the scientific knowledge and research skills of department staff.
  5. Continuously monitor, analyze, and evaluate the quality of activities, outcomes, and achievements of scientific and research projects, and provide recommendations for improving these processes within the respective department.

     Leadership and Administrative Responsibilities:

  1. Responsible for managing all professional and administrative operations, including overseeing recruitment, staff appointments, and evaluating the performance of all medical personnel in the department.
  2. Provide leadership, mentoring, professional growth, and development opportunities for all department staff, including faculty, trainees, and fellows.
  3. Develop and implement monthly, quarterly, annual, and strategic work plans for the department in alignment with the hospital’s general operational plan and the Ministry of Public Health strategies to improve departmental operations, clinical outcomes, and patient satisfaction.
  4. Manage the department’s budget and required resources to ensure necessary allocations and cost efficiency.
  5. Collaborate effectively with the hospital leadership team to ensure departmental activities comply with regulations, accreditation standards, and quality indicators.
  6. Organize and schedule 24-hour duty rosters for professional department staff, including specialist trainers, trainee doctors, and fellows, taking into account leave days and public holidays according to designated shifts.
  7. Manage and actively participate in morning reports to ensure the provision of services over the past 24 hours in the department.
  8. Ensure the presence of all departmental personnel, including duty staff, performing their assigned responsibilities.
  9. . Collaborate with the hospital management team regarding implementation of decisions, personnel allocations, and task rotations.
  10. Responsible for implementing guidelines, standards, scientific and professional procedures, and treatment and diagnostic protocols to enhance the quality of cardiac surgery and vascular services in the department.
  11. Improve the quality of cardiac and vascular surgical services in the relevant department.
  12. Be prepared and participate in hospital emergency events to better manage and provide urgent cardiac and vascular surgical services to those in need.
  13. Participate in Hospital Round Visits (general clinical oversight), DTC committee meetings, mortality review committees, quality improvement committees, HMIS committee, and other meetings convened by the hospital administration.
  14. Supervise, evaluate, and implement disciplinary actions for department staff.
  15. Submit monthly, quarterly, annual, and ad hoc reports on departmental activities and achievements to the hospital leadership.
  16. Perform other duties assigned by the hospital administration in accordance with laws, regulations, and the objectives of the hospital and Ministry of Public Health.

     Quality Assurance and Patient Safety:

  1. Promote a culture of patient safety and improve the quality of services within the Cardiac and   Vascular Surgery Department.
  2. Ensure full compliance with health regulations, safety standards, and accreditation requirements in all departmental activities.
  3. Ensure adherence to clinical quality standards and patient safety protocols in accordance with the guidelines of the Ministry of Public Health and reputable international organizations.
  4. Lead Continuous Quality Improvement (CQI) programs and monitor departmental performance based on predefined indicators and standards.
  5. Collaborate with the hospital administration and quality improvement committees to address issues related to patient safety, clinical care, and hospital-acquired infections (HAIs).
  6. Conduct regular reviews and audits of surgical outcomes and implement corrective actions when necessary.
  7. Lead Morbidity & Mortality (M&M) review meetings to continuously improve departmental performance.
  8. Maintain accreditation standards and ensure full preparedness for external assessments and official inspections.

     Collaboration and Communication:

  1. Maintain close collaboration with other hospital departments, branch heads, senior leadership, and support units to ensure continuous, integrated, and coordinated patient care throughout the hospital.
  2. Actively participate in general hospital committees and provide expert input in strategic planning processes, operational goals, and the development of key hospital policies.
  3. Foster a collaborative, supportive, and team-oriented work environment among faculty, staff, and trainees within the department.
  4. Ensure effective, transparent, and reciprocal communication at all departmental levels to promote a culture of trust, accountability, and transparency.

  Patient and Family Relations:

  1. Promote patient-centered care by providing clear and comprehensive information to patients and their families, and actively involving them in decisions regarding their treatment.
  2. Respond effectively and promptly to complaints, concerns, and issues raised by patients and their families related to the Cardiac and Vascular Surgery Department services.
  3. Strive to enhance the hospital’s reputation as a provider of high-quality and compassionate care within the community.

Employment Requirements / Qualifications:

1. Citizenship: Must be a citizen of Afghanistan.

2. Age: Must be between 35 and 60 years of age.

3. Educational Qualification:

  • Doctor of Medicine (MD) or an equivalent degree from a recognized and accredited national or international university, with postgraduate specialization in Cardiovascular Surgery, approved by the Ministry of Higher Education.
  • Possession of a fellowship training certificate in Cardiac or Cardiothoracic Surgery (preferred).

4. Work Experience:

  • Minimum of 5–7 years of clinical experience, including at least 3–5 years in senior medical leadership positions in tertiary care.
  • Proven track record in performing complex cardiac surgeries such as coronary artery bypass grafting (CABG), valve replacement, aortic surgery, and minimally invasive surgeries.
  • Research experience, including participation in clinical studies and scientific publications, is considered a major advantage.
  • Extensive experience in teaching medical students, surgical trainees, and fellows, along with demonstrated success in academic leadership.

5. Professional License:

  • Possession of a valid medical practice license issued by the Medical Council.

6. Required Skills and Competencies:

  • Ability to lead and manage the respective department effectively.
  • Proficiency in one of the national official languages (Pashto or Dari).
  • Computer literacy in programs relevant to the role.
  • In-depth knowledge of cardiovascular surgery, medical ethics, clinical research, and academic medicine.
  • Ability to manage emergency situations effectively and be available on-call when required.
  • Comprehensive knowledge of cardiac pathophysiology, surgical techniques, and modern medical technologies.
  • Ability to teach, guide, and supervise trainees in the Postgraduate Medical Education (PGME) program.
  • Strong leadership and management skills with the ability to lead diverse, multidisciplinary teams.
  • Excellent interpersonal communication and mentorship skills.
  • Proficiency in English (reading, writing, and speaking).
  • Ability to perform strategic planning and achieve departmental objectives effectively.
  • Expertise in patient safety, quality improvement, and clinical audit processes.
  • Commitment to innovation, academic excellence, and patient-centered care.
  • Ability to remain calm, composed, and make rational decisions under critical situations.
  • Demonstrated integrity and professional conduct in interactions with patients, their families, and hospital staff.
